Book excerpt: ABSTRACT: This article offers the first comprehensive review of the interdisciplinary state of knowledge regarding anti-corruption policies, with a particular focus on reducing corruption among civil servants. Drawing on the work of economists, political scientists, sociologists, and anthropologists, we examine seven categories of anti-corruption strategies: (1) rewards and penalties; (2) monitoring; (3) restructuring bureaucracies; (4) screening and recruiting; (5) anti-corruption agencies; (6) educational campaigns; and (7) international agreements. Notably, rigorous empirical evaluation is lacking for the majority of commonly prescribed anti-corruption strategies. Nevertheless, we find growing evidence of the effectiveness of anti-corruption audits and e-governance. In addition, adequate civil service wages seem to be a necessary but insufficient condition for control of corruption. An emerging skepticism regarding the effectiveness of anti-corruption agencies also is apparent in the literature. We conclude with broader lessons drawn from our review, such as the recognition that when corruption is a systemic problem, it cannot be treated in the long-term with individual-level solutions.

Book excerpt: This thesis is a collection of three papers, studying corruption games between private citizens and bureaucrats from the perspective of law enforcement. The first paper develops a model in which bribe type is endogenous and examines how this choice is affected by asymmetric punishment which is proposed as an instrument of corruption control. It has been argued that this policy can eliminate harassment bribery if both whistle-blowing costs and the stakes are low. In a more realistic environment where bribery is most likely to survive and another type of bribery-non harassment one-coexists, this paper investigates how asymmetric punishment affects the mix of the two bribes. This is analyzed in a setting where bribe size is determined by Nash bargaining, detection of bribery and its type is conducted separately but could be related, and bribery detection rates can be endogenously chosen through whistle-blowing. The feasibility of whistle-blowing has no effect on the fraction of harassment bribery under symmetric punishment. When it is feasible, however, a switch from symmetric to asymmetric punishment leads to either no difference or more non-harassment bribery, which is independent of the relevance of detection of bribery and non-compliance. The result is robust when the legalization of bribe-giving is not feasible to non-harassment bribes. The second paper takes intermediaries into account and studies the effectiveness of asymmetric punishment as an anti-corruption strategy. Intermediaries that facilitate corruption between clients and bureaucrats are common in developing economies. Anecdotal evidence shows that intermediary agents are responsible for the greater corruption and welfare loss, and some formal analyses confirm this result in various aspects. By using a game theoretic model, this paper examines the efficacy of asymmetric punishment in combating harassment bribery in the presence of a monopolist intermediary. If asymmetric punishment cannot eliminate direct corruption but ends up with a larger bribe size when whistle-blowing is feasible, this policy leads to a shorter licensing procedure in a bribe only game. However, it strengthens incentives of the bureaucrat to create red tape when the intermediary exists, resulting in a longer procedure. The third paper studies a petty corruption game with a sequence of entrepreneurs and a set of bureaucrats. In this game, each entrepreneur has a project of which a benefit can be generated only if she acquires approvals from all the bureaucrats simultaneously. The bureaucrats are assumed to take the undominated strategy, demanding a positive bribe based on the take-it-or-leave-it rule. However, their non-approval decisions can be appealed by the entrepreneur by incurring an exogenous legal cost. The work shows that there are multiple equilibria in both one-stage and repeated game. BIME (bribe-income-maximizing-equilibrium), one extreme class of them, is non-monotonic in the reduced legal cost in the long run.

Book excerpt: Bureaucratic quality in terms of the level of corruption varies widely across countries, and is in general slow to evolve relative to the speed with which many economic polices can be implemented such as the imposition of capital controls. In this paper, we study the possibility that quality of bureaucracy may be an important structural determinant of open-economy macro-policies, in particular, the imposition/removal of capital controls, and financial repression. We first derive a model that delivers such a result. Bureaucratic corruption translates into reduced ability by the government to collect tax revenue. Even if capital control/financial repression is otherwise inefficient, as long as the government needs the revenue for public goods provision, it would have to rely more on capital control/financial repression. For all countries for which we can obtain relevant data, we find that more corrupt countries are indeed more likely to impose capital controls, a pattern consistent with the model's prediction. The result of this paper suggests that a premature removal of capital controls mandated by outside institutions could reduce rather than enhance economic efficiency.

Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City's boroughs. The book contributes evidence-based recommendations for how societies can go about fighting bureaucratic corruption"--
