Book excerpt: Microfinance is being recognized by different researchers as an effective tool to fight poverty by providing financial services to those who do not have access to or are neglected by the commercial banks and financial institutions. Microfinance Institutions were established to help the poor access loans by financing Micro and Small Enterprises. Improved access and efficient provision of savings and credit facilities in particular can enable the poor to smooth their consumption, manage their risks better, gradually build their asset base, develop their Micro and Small Enterprises, enhance their income earning capacity, and enjoy an improved quality of life. The overall objective of this study was to examine the extent to which Microfinance Institutions contribute to poverty alleviation in Tanzania. The study used one region as a sample, hence contributing an in-depth specific case. Information collected from both Microfinance Institutions and their clients revealed that operations of these Microfinance Institutions in the country, to a large extent, have changed the life of poor people positively. The clients have increased their incomes, profits and capital invested.

But before more effort can be concentrated on microfinance activities, it is of vast importance that the contribution of microfinance institutions be determined and areas that require improvement identified so that poverty can be stamped on in Tanzania. This book therefore provides up to date findings of the reality of microfinance activities practiced in Kibaha district and the strides achieved in the battle towards poverty alleviation.

Book excerpt: Microfinance programs and institutions are increasingly important in development strategies but knowledge about their impacts is partial and contested. This paper reviews the methodological options for the impact assessment (IA) of microfinance. Following a discussion of the varying objectives of IA it examines the choice of conceptual frameworks and presents three paradigms of impact assessment: the scientific method, the humanities tradition and participatory learning and action (PLA). Key issues and lessons in the practice of microfinance IAs are then explored and it is argued that the central issue in IA design is how to combine different methodological approaches so that a "fit" is achieved between IA objectives, program context and the constraints of IA costs, human resources and timing. The conclusion argues for a greater focus on internal impact monitoring by microfinance institutions.

Polak in his book "Out of Poverty," argues that what the poor need to get out of poverty is money. Following this, the UN declared 2005 the Year of Microcredit to achieving the Millennium Development Goal of halving poverty by 2015. Since that time, microfinance has received much attention. Access to finance for production and consumption is one of the solutions suggested by theory and empirical studies to alleviate poverty in rural Africa. Such financing has been seen to work best through households and self-help groups. Tanzania as one of the poorest countries in the World with rural populations taking the largest proportion of poverty incidence has been struggling to reduce poverty as with other developing countries. One of the interventions has been the introduction and implementation of the National Microfinance Policy. Evidence from policy documents seem to suggest that VICOBA stands out among MFIs in poverty reduction. This study used empirical analysis to investigate the actual role of VICOBA project in Tanzania and the extent to which their operations contribute to poverty alleviation.

It is perhaps one of the greatest challenges facing Mankind today, especially in most parts of the developing world. This Perhaps explains why the eradication of poverty was listed as the first of the eight issues of the millennium development goals. The problem of poverty is more disturbing giving the fact that there is abundant and enormous wealth in the world to adequately meet the needs of every one. Poverty may be defined as a condition of lack and inability to meet adequately the basic needs of life such as Shelter, food, education and health care. Similarly, according to a United Nations statement: Poverty is a denial of choices and opportunities, a violation of human dignity. It means lack of basic capacity to participate effectively in society. It means not having enough to feed and clothe a family, not having a school or clinic to go to; not having the land on which to grow one’s food or a job to earn one’s living, not having access to credit. It means insecurity, powerlessness and exclusion of individuals, households and communities. It means susceptibility to violence, and it often implies living on marginal or fragile environments, without access to clean water or sanitation.(UN,2008 quoted in Ucha,2010). 2 In other words, the problems of poverty is more worrisome in Sub-Saharan Africa with 47.5% of the people living on less than $1.25 and 70% living on less than $2 per day in Sub-Sahara Africa (World Bank, 2008).The figure may have become worse considering the drought that hit parts of horn of (East) Africa in 2011 and the problem of maladministration or poor governance bedeviling the region. In Nigeria the high level of corruption, poor leadership has contributed to exacerbate the problem of poverty. Ucha, 2010 puts it thus: “Unemployment, corruption, non diversification of the economy, income inequality, laziness and a poor educational system can be considered to be some of the key factors contributing to poverty in Nigeria”(p.46). Given the fact that Nigeria is a country with rich human and natural resources, it is disturbing that majority of her citizens are still very poor. The government has over the years formulated a lot of programs and policies geared towards poverty reduction; however it remains a controversy whether those programs and policies have actually achieved their desired objectives.[...]

Although small self-help peasant organizations (such as tontines-ROSCA or ibimina) have existed for some time, the sector growth accelerated with the creation of the Banque Populaire du Rwanda (BPR) and Union des Banques Populaires du Rwanda (UBPR) in 1975 whose network dominates the microfinance industry today. The objectives of the present study were to assess the accessibility of micro credits by woman; to inquire into the destinations of obtained micro-credits; and to show their contribution to poverty reduction in rural areas. The questionnaire, documentary and interview guide were used to collect data from sample size determined. The results showed that female members of SACCO KARISIMBI JENDA constituted 35, 42 and 53% of all members in 2013, 2014 and 2015, respectively. As the number of women in microfinance institutions increased progressively, the women understood well the financial services. Consider the total microloans disbursed by SACCO KARISIMBI JENDA, the quantity of microloans received by women were 22% of all microloans in 2013, 39% in 2014 and 42% in 2015. The activities like modern agriculture, breeding, small trade, payment of hearth insurance, reconstruction of houses, savings account, etc. shown that all microloans taken by women contribute to social economic development and poverty reduction to women and Rwandan society in general. The predominance of men in taking microloans therefore persists but the women also are in a good progression. The challenges like collateral have been observed in this research. Local government, Business Development Fund (BDF), National Bank of Rwanda (NBR) and other public and private institutions are requested to improve the sensitization of women about the guarantee Fund set by government to help women on this issue.
