Book excerpt: A study of the need for inservice education and training among the staff of the Namibian extension service revealed that the service has approximately 100 field staff who have very different and often patchy preservice training but who have acquired considerable experience. Workshops with extension staff members were then held to identify their training needs. On the basis of information gained from observation of supervisory training activities and a training needs assessment questionnaire, a modular comprehensive inservice program was recommended as the most appropriate form of inservice training for the extension staff. The program, which used extensive approaches and methods, included a course on people and organizations in society, and seven agricultural specialist subjects. A program structure based on on-the-job training and distance learning methods was recommended, and a training development plan was drafted. (Appendixes constituting about half of this document provide information on the current training of existing field-level staff and their training needs, a project itinerary, a consolidated job description, the proposed inservice program, a preliminary list of resource centers, pros and cons of on- versus off-the-job training and distance education, module outlines, and a workshop report. Book excerpt: Public and nonpublic extension and advisory services are both key to sustainable agriculture, resilient livelihoods, and inclusive growth1. The Global Forum for Rural Advisory Services (GFRAS) has called for “the new extensionist”(Davis and Sulaiman 2014), emphasizing the functional competencies needed to help clientele cope with complex challenges such as climate change and nutrition. Since 2015 the GFRAS “New Extensionist Learning Kit” (NELK)has been equipping extension agents globally with functional competencies through face-to-face, online, and blended learning(AFAAS 2018). Competencies are defined in many different ways (Westera 2021). For this paper, we define competency simply as “the capability to perform actions which add value” (Mulder, 2012: 319). Functional competencies(the so-called soft skills, as distinct from more technical areas in agriculture, animal sciences, natural resources, etc.)have not been well documented in the academic literature, especially with respect to digitally enabled extension (Strong et al. 2014). According to Khalil and colleagues (2009), competencies such as leadership, communication, program planning, and evaluation are important factors for performance of extension staff. Digital skills are also becoming more important for extension officers. The utilization of digital technology (online modules, webinars) to deliver the NELK modules provides the opportunity to use expertise available globally to train many extension professionals at the same time. How ready, however, are extension officers globally to use such digital approaches –for continuous professional development and learning and also for outreach? Spielman and colleagues (forthcoming) developed an index of “digital readiness” of extension agents in Rwanda. Digital readiness is also referred to as Networked Readiness Index or Technology Index, and indicates the status and growth of information and communications technologies (ICT) and how ICTs are effectively used to achieve maximum benefits to the country and its citizens (Bharatula and Murthy 2020).

Book excerpt: Increased deployment of agricultural extension agents (EAs) in rural areas is grounded on their importance to spur agricultural productivity and mitigate spatial imbalances in welfare. However, the high turnover and the low motivation levels of EAs in remote areas pose challenges for equitable service provision and, in some cases, exacerbates geographic disparities. We assess the effectiveness of selected potential policy interventions to incentivize and retain EAs in remote areas of Ethiopia. To this end, we conducted a choice experiment to elicit preferences for job attributes of 761 EAs. We applied a random parameters logit model to estimate parameters of interest and to simulate the impact of possible policy interventions. The main results show that offering continuing education opportunities after two years of service increases uptake of an extension job in remote locations by 77 percentage points, which is significantly higher than the effect from doubling current salary levels (70 percentage points). EAs also expressed a strong preference for work environments with basic amenities, housing, transportation services, and wellequipped Farmer Training Centers (FTCs). Furthermore, the results from sub-sample analyses show that female EAs are less responsive to pecuniary incentives and are more concerned with the availability of infrastructure and services. Current salary levels, years of employment, and location of work are also important sources of heterogeneity in the response of EAs to potential policy changes.
