Book excerpt: Excerpt from The Continental Congress at Princeton The Mutiny of the Pennsylvania Line in June, 1783, and the resulting session of the Continental Congress at Princeton do not bulk large in a general survey of the American Revolution; and accordingly writers on that portion of American history have given scarcely more than passing mention to the incidents leading to the flight of Congress from Philadelphia, and almost without exception have dismissed the session at Princeton with few words. But, on the one hand, it would be difficult to find incidents more significant of the times than those which drove Congress from Philadelphia; while, on the other, many of the scenes witnessed at Princeton during the session of Congress were as memorable, and much of the legislation there enacted was as important, as any immediately succeeding the cessation of Revolutionary hostilities. The inside history, moreover, of the efforts made by the various States to influence, in the light of the mutiny, the great debate at Princeton on the federal residence question has never received detailed consideration. The present volume then is, in the first place, an attempt to arrive at a fuller knowledge of the Congressional history of the Summer and Autumn of 1783. Any narrative of that history, however, if it aim at completeness must prove to be the chronicle of an admixture of work and play. For Congressional life at Princeton was so circumstanced by local conditions and Congressmen absorbed so readily the social and academic influences of the genial Jersey village whither they had betaken themselves, that the full story of their daily doings finds itself following a double thread. Jones's Memoir, but other parts have not, it is believed, before appeared in print. Of some of them, unfortunately, only imperfect copies have been found. Of other items of the sort that have been mentioned only small portions have heretofore been printed. There are few diaries Of delegates covering the periods of their service in Congress, and fewer still that are of first-rate importance. That Of John Adams is perhaps the best known and has long been accessible. With some breaks it extends over his entire period of service, from Sep tember, 1774, to November, 1777, but as a rule it touches the proceedings of Congress only incidentally. The diary of Richard Smith, extending from September, 1775, to March, 1776, was first made available in 1896, in volume I. Of the American Historical Review. It is essentially a diary of proceedings in Congress and contains much information not elsewhere to be found. Samuel Ward's diary, published in 1877, in volume I. Of the Magazine of American History, is more abbreviated in its entries and Often contains little or no information not found in the journals. It comes to an end November 2, 177 5. The diary of John Fell of New Jersey, which covers the period from November 29, I 778, to November 30, I 779, has not been published. It is comparable with that Of Richard Smith, although the entries are by no means so extensive. The diary Of Samuel Holten Of Massachusetts, extending from May, I 778, to August, 1780 (published in the Essex Institute Historical Collections, 1919 - 1920) makes only the briefest references to the proceedings of Congress; and that of William Samuel Johnson 1785-1786) is even less informing. Resolved therefore That the said Ellas Boudinot and Jonathan Elmer Esquires be impowered in addition to the honorable John Witherspoon, Abraham Clark and William Churchill Houston Esqrs to represent and vote in behalf of this State in the Congress of the United States of North America until the fifth day of November next, unless a new appointment shall sooner take place. Jn Stevens, Chairman. A letter, of 16, from General Washington, was read. The committee, --consisting of Mr. Sullivan, Mr. Cornell, Mr. Sharpe, -- to whom was referred an extract of General Washington's letter of 28th June last, respecting the cloathing department, delivered in a report; Whereupon, Resolved, That the said extract of General Washington's letter, together with a letter from the superintendant of finance to the committee on the subject, be referred to the Board of War; who are directed to confer with the superintendant of finance and the cloathier, and make the best contracts in their power for procuring cloathing for the army. Book excerpt: Excerpt from Journals of the Continental Congress, Vol. 13: 1774 1789 Indeed, in the publication now made, at least one-half of the formal record of proceedings are printed for the first time, and, as usual, the reports will bring the new material to about three-fifths of the contents. Nearly all the warrants directed to be issued by the Board of Treas ury and much of the Board of War resolutions were omitted, as well as matter which was regarded as of a temporary interest. The Secret Journals, foreign and domestic, were kept as records distinct from the ordinary journal of proceedings, and What they contained has been incorporated under the proper dates, thus swelling the contents. This has resulted in a duplication of the formal entries introducing the secret proceedings, a duplication explained by the necessity of showing What was recorded in all the Journals. The extracts from the Secret J our nals are indicated by special indentation of type. The incidents of the year were of high importance. Difierences were threatened between Congress and the State of Pennsylvania over the conduct of Major General Arnold, requiring much skill to solve; the New Hamp shire Grants were still alive with a spirit of opposition, and New York's pride and jealousy were involved; the western lands came forward as a delicate question through the action of Virginia, and the military events in South Carolina created grave anxieties in Congress. That body was still involved in its financial troubles, aggravated by a supposed need for calling in much of the paper money already issued, which had been counterfeited in quantities. This step, however well intentioned, produced much con fusion without relieving in any degree the stress imposed by the rapid depreciation of all outstanding issues. The bills of credit and bills of exchange were the only sources of confederate revenue, and the increasing expenses, nominal rather than real, of carrying on the war com pelled Congress to undertake the framing of a financial system that should promise development and permanency. The tendency was to throw every possible burden of sup plies ou to the States, and mere requisitions were proving an uncertain and dangerous support for the feeding and clothing of the army. The Congress was rapidly drifting toward bankruptcy, and only taxation, reduction of the outstanding currency or Federal sources of revenue could prevent such a catastrophe. The States were not pre pared either to honor the requisitions, to tax themselves, or to create funds outside of their control. Their own situations were strong inducements against parting with any possible revenue they could obtain. The want hitherto Of a proper line to be drawn between Congress and the states Mathews Of South Carolina wrote at this time to Governor Livingston Of New Jersey, has been the cause of numberless embarrass ments, for whilst the states were left ad libitum, some would do a great deal, some a little, others scarcely anything yet he anticipated the most happy consequences from the ratification Of the Articles. On the Sixth Of March, on a motion Of Varnum Of Rhode Island, seconded bv Root Of Connecticut, a committee was appointed to prepare a plan to invest Con gress with full and explicit powers for effectually carrying into execution in the several states all acts or resolutions passed agreeably to the Articles Of Confederation and Var'num, Duane, and Madison, three men su premely interested in the Object aimed at, were appointed for the purpose. A report by the committee, principally drawn by Madison and bearing the date March 12, was Offered in Congress March 16, but was not taken into consideration until May 2. If approved by Congress and ac quiesced in by the states, Varnum wrote March 16, the willing States will be greatly relieved The committee reported that, whilst the 13th article Of the Confederation contained an implied power in Congress to enforce every provision Of the Confederation against any state which should refuse or neglect to abide by the determinations Of Congress, never theless all exercise Of power should be explicitly and precisely warranted It was therefore proposed that the articles be so amended as to authorize Congress to employ the land or sea forces of the United States to compel any delinquent state to fulfill its federal engagements. John Mathews at the same time Offered the milder proposition that the states be requested to pass laws vesting in Congress, in time Of war, such powers as might be necessary for efficiently prosecuting the war.
