Book excerpt: This book is an investigation into the economic policy formulation and practice of neoliberalism in Britain from the 1950s through to the financial crisis and economic downturn that began in 2007-8. It demonstrates that influential economists, such as F.A. Hayek and Milton Friedman, authors at key British think tanks such as the Institute of Economic Affairs and the Centre for Policy Studies, and important political figures of the Thatcher and New Labour governments shared a similar conception of the consumer. For neoliberals, the idea that consumers were weak in the face of businesses and large corporations was almost offensive. Instead, consumers were imagined to be sovereign agents in the economy, whose consumption decisions played a central role in the construction of their human capital and in the enabling of their aspirations. Consumption, just like production, came to be viewed as an enterprising and entrepreneurial activity. Consequently, from the early 1980s until the present day, it was felt necessary that banks should have the freedom to meet the borrowing needs of consumers. Credit rationing would be a thing of the past. Just like businesses, consumers and households could use debt to expand their stock of personal assets. By utilizing the method of French philosopher Michel Foucault this book provides an original analysis of the policy ideas and political speeches of key figures in the New Right, in government and at the Bank of England. And it addresses the key question as to why policy-makers both in Britain and the United States did little or nothing to stem rising consumer and household indebtedness, instead always choosing to see increasing house prices and homeownership as a positive to be encouraged.

Wilson analyzes the decision–making of newly independent states in their choice of an appropriate currency, considering the complex factors involved—ranging from the purely economic to questions of security, international recognition, and outright nationalism that have played a part. The author challenges the notion that each country must necessarily have its own currency and explains why some newly independent countries have chosen to adopt the currency of another state. Citing the examples of international currency unions of the nineteenth century and the present day, he contends that sharing a currency does not represent a surrender of political sovereignty. Instead, Wilson argues for a more rational attitude toward money as a facilitator of transactions rather than as a symbol of national identity.

In several Sub-Saharan African countries, large budgetary imbalances are a source of vulnerability to exogenous shocks and underscore the need for rebuilding fiscal buffers in these countries. The Ebola outbreak is exacting a heavy human and economic toll on affected countries and, if not rapidly contained, the risk of wider contagion grows. Without a scale-up of effective interventions, growth would slow markedly not only in the core countries (Guinea, Liberia, and Sierra Leone), but also in the sub region as transportation, cross-border trade, and supply chains are severely disrupted. In Sub-Saharan Africa, growth in agriculture and services is more effective at reducing poverty than growth in industry. Structural transformation has a role to play in accelerating poverty reduction in Sub-Saharan Africa. Increasing agricultural productivity will be critical to fostering structural transformation. Boosting rural income diversification can facilitate this transformation, as well. Investments in rural public goods and services (for example, education, health, rural roads, electricity and ICT), including in small towns, will be conducive to lifting productivity in the rural economy."--Résumé de l'éditeur.

This volume particularly aims to fill the gap in the current literature by engaging with food sovereignty discourses and movements in urban areas. Related activism of urban food producers in the Global South remains underrepresented in practice and in literature. Therefore, this book engages with the lived realities of an urban agriculture initiative in George, South Africa. Building on theoretical notions of the "right to the city" and "everyday forms of resistance", the book illuminates how deprived food producers expose inequalities and propose alternatives. The findings of in-depth empirical research reveal that dwellers perceive farming as a mean to overcome historical segregation, high food prices, and unhealthy nutrition. Hence, they breathe life into food sovereignty in practice and suggest further alliances beyond the city. The book will be of interest to scholars and students of alternative food politics, agrarian transformation, and food movements as well as rural-urban intersections.
