Book excerpt: This book, a concise examination of U.S. policy in contemporary Africa, delineates various aspects of the role that the U.S. played in exacerbating and/or resolving violent conflicts in postcolonial Africa and provides a succinct historical overview of these armed conflicts. F. Ugboaja Ohaegbulam devotes considerable attention to four specific conflicts in Ethiopia-Somalia, the Western Sahara, Angola, and Rwanda and to the Clinton administration's African Crisis Response Initiative and its sequel under George W. Bush. The book concludes that lack of congruence between local forces in conflict in Africa, as well as U.S. aims in those conflicts, was only one of the constraints on the United States in its attempts at conflict resolution. America's counterproductive Cold War policies also defined relations with African states for far too long. Hence, the conflicts in postcolonial Africa became part of the legacy of those policies even as African problems continued to be low-priority concerns for the U.S. government. Libraries, advanced undergraduate and graduate students, and professors of African studies, as well as the general reader, will find this book useful.

Book excerpt: The first full-length defense of social scientific laws to appear in the last twenty years, this book upholds the prospect of the nomological explanation of human behavior against those who maintain that this approach is impossible, impractical, or irrelevant. By pursuing an analogy with the natural sciences, Mclntyre shows that the barriers to nomological inquiry within the social sciences are not generated by factors unique to social inquiry, but arise from a largely common set of problems that face any scientific endeavor. All of the most widely supported arguments against social scientific laws have failed largely due to adherence to a highly idealized conception of nomologicality (allegedly drawn from the natural sciences themselves) and the limited doctrine of "descriptivism." Basing his arguments upon a more realistic view of scientific theorizing that emphasizes the pivotal role of "redescription" in aiding the search for scientific laws, Mclntyre is optimistic about attaining useful law-like explanations of human behavior.

A group of progressive Catholic scholars, later dubbed the 'modernists', challenged the authority of official Catholic teaching in many areas, basing their ideas on contemporary movements generally. The official reaction was at first discouraging and then openly hostile - most of the modernists were forced to leave the Church and their writings were placed in the Index. As one might expect, the accounts of the crisis by those who were closely involved in it are generally strongly partisan; moreover, its effects are still evident in present disputes in the Church but in 1972 the time came for an objective historical assessment of the major figures of the crisis as a means for understanding the movement as a whole. In this authoritative study Dr Barmann reconstructs in detail von Hugel's involvement in the modernist movement, particularly in England and rejects the received explanations of his survival in the Church.
