Public authorities in El Salvador, Honduras and Guatemala have sought repressive measures to increase public safety and to contain such violence, for which youth gangs (maras) are principally held responsible. Substantiated by interviews with key stakeholders in Geneva, Switzerland, this desk review offers a comprehensive understanding of the motivations and the intended effects behind the suppressive strategies of the respective governments. Viewing the gang phenomenon through the lens of securitization theory allows for a new understanding of how the maras are dealt with. This paper also traces how the concerned states have shaped a certain construction of these gangs and reveals a blurred line between the political and the security sectors. The analysis finds that interests other than combatting a security threat, as well as the particular historical and societal contexts of the three countries, decisively influence how the maras issue is addressed.

The Pontus region comes next, the centre of the medieval Greek empire of Trebizond. The many surviving churches and castles of this period and later in the Pontus are also dealt with. There follows a survey of the early Turkish architecture of Erzurum and the surrounding district. The subsequent section, on Sivas and Tokat, deals with a rich selection of Seljuk monuments; the site of ancient Comana is also covered. The region of the Anti-Taurus contains interesting Byzantine castles. There are also Early Christian remains and medieval castles. The volume concludes with a study of the early Turkish monuments of the Upper Euphrates, in Divrigi and Erzincan, and the border castles of the 9th and 10th centuries.

Book excerpt: Liminal Minorities addresses the question of why some religious minorities provoke the ire of majoritarian groups and become targets of organized violence, even though they lack significant power and pose no political threat. Güneş Murat Tezcür argues that these faith groups are stigmatized across generations, as they lack theological recognition and social acceptance from the dominant religious group. Religious justifications of violence have a strong mobilization power when directed against liminal minorities, which makes these groups particularly vulnerable to mass violence during periods of political change. Offering the first comparative-historical study of mass atrocities against religious minorities in Muslim societies, Tezcür focuses on two case studies—the Islamic State's genocidal attacks against the Yezidis in northern Iraq in the 2010s and massacres of Alevis in Turkey in the 1970s and 1990s—while also addressing discrimination and violence against followers of the Bahá'í faith in Iran and Ahmadis in Pakistan and Indonesia. Analyzing a variety of original sources, including interviews with survivors and court documents, Tezcür reveals how religious stigmatization and political resentment motivate ordinary people to participate in mass atrocities.

Book excerpt: This book compares two states in the Northeast with different socio-political trajectories—a relatively orderly Mizoram and a troubled Manipur—in order to understand the sources of political turmoil in the region. Taking the region as a case study, it examines the larger debates on success and failure in state-making. In discussing the divergent success of the two states in mitigating conflicts, Hassan demonstrates how in Mizoram the process of state-making helped consolidate public legitimacy and the authority of state leaders. He also shows how it strengthened the institutional capability of government agencies to provide services, manage group contestations, and avoid breakdown. At the same time, he illustrates how in Manipur, traditional centres of power—tribal and ethnic associations—gained in authority, compromising the legitimacy of the government and institutional capability of its agencies. The study highlights the important role, in the context of state breakdown, of the absence of an effective medium to regulate inter-group relationships and manage contestations over power, resources, opportunities, and identity. Rigorously comparative, it explains the sources of disorder in Northeast India by focusing on the nature of state–society relations in the region. While acknowledging the important role of history in structuring this failure of the state system in the region, it suggests ways in which the path dependence can be overcome.
