Book excerpt: The last twenty years have seen dramatic changes in China as the country has moved from a centrally controlled communist state to a socialist market economy. A major contribution to this process has been the development, design and construction of projects for foreign investment joint venture companies to provide the buildings and infrastructure needed for modernisation of the economy. The foreign investor will often require overseas designers, specialist contractors and suppliers to work in conjunction with local organisations on these projects. To operate effectively with the local industry, foreign organisations will have to develop an understanding of the background to the construction industry in China and familiarise themselves with the local construction process. Book excerpt: Roughly 260 million workers in China have participated in a mass migration of peasants moving into the cities, and construction workers account for almost half of them. In Building China, Sarah Swider draws on her research in Beijing, Guangzhou, and Shanghai between 2004 and 2012, including living in an enclave, working on construction jobsites, and interviews with eighty-three migrants, managers, and labor contractors. This ethnography focuses on the lives, work, family, and social relations of construction workers. It adds to our understanding of China's new working class, the deepening rural-urban divide, and the growing number of undocumented migrants working outside the protection of labor laws and regulation. Swider shows how these migrants—members of the global "precariat," an emergent social force based on vulnerability, insecurity, and uncertainty—are changing China's class structure and what this means for the prospects for an independent labor movement.The workers who build and serve Chinese cities, along with those who produce goods for the world to consume, are mostly migrant workers. They, or their parents, grew up in the countryside; they are farmers who left the fields and migrated to the cities to find work. Informal workers—who represent a large segment of the emerging workforce—do not fit the traditional model of industrial wage workers. Although they have not been incorporated into the new legal framework that helps define and legitimize China's decentralized legal authoritarian regime, they have emerged as a central component of China's economic success and an important source of labor resistance.

Overcapacity is widespread in the traditional manufacturing sector, particularly in iron and steel, cement, electrolytic aluminium, flat glass, and ship-building industries. It is also grave in emerging industries such as polysilicon, solar cells, and wind power equipment.This book provides an overview on the overcapacity problem facing China and examines the main characteristics of overcapacity in some important industries. The book identifies two types of overcapacity: one is excess capacity that results from natural supply-demand dynamics or cyclical economic fluctuations under a relatively sound market system; the other is overcapacity caused by the overinvestment of enterprises under a flawed economic system. It probes into how overcapacity is caused and finds two contributors — change of growth model and institutional flaws. It explores to establish a long-term mechanism for solving the problem. The book concludes that China should establish a long-term mechanism to prevent and resolve overcapacity, and to establish healthy relationship between the market and the government.
