Available in PDF, EPUB and Kindle. Book excerpt: A source of perennial tension in states is the degree to which decision-making power and authority should be concentrated in central institutions and individuals. At present the conventional wisdom of central-local relations has swung in favour of decentralisation. This book investigates whether such convergence is taking place through detailed examination in Asia-Pacific. The results of the survey reveal a complex picture in which divergence is still evident in the region's patterns of central-local relations.

Download or read book Decentralization of Education written by Ketleen Florestal and published by World Bank Publications. This book was released on 1997-01-01 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: In practice, most education systems have both centralized and decentralized elements. Planners involved in a decentralizing reform must identify which components of the system are more appropriately managed at the central level and which at the local level. This book is intended to inform education policymakers, planners, and practitioners about international experience in the legal aspects of decentralizing basic education. It also provides a basic understanding of how laws and regulations can be used for education reform. For purposes of the discussion, decentralization is used to describe efforts to transfer decision making power in basic education from the administrative center of a country to authorities closer to users. The term is also used in a more technical sense to describe one of the many forms this type of reform can take, and in this sense it is contrasted with deconcentration and devolution as educational reforms. The first section examines the general legal aspects of decentralization, and the second looks more closely at decentralization laws and regulations. The third section is, in effect, a checklist of items that should be included in decentralization laws, and the fourth section provides a road map to help the planner prepare and implement the laws required for reform. Although an effort has been made to keep the discussion general enough for use in many countries, the analysis is based on the legal systems of the Western world or those that they inspired. Book Papua New Guinea

Download or read book Papua New Guinea written by Stephen Howes and published by ANU Press. This book was released on 2022-03-15 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: Papua New Guinea (PNG), a nation of now almost nine million people, continues to evolve and adapt. While there is no shortage of recent data and research on PNG, the two most recent social science volumes on the country were both written more than a decade ago. Since then, much has changed and much has been learnt. What has been missing is a volume that brings together the most recent research and reports on the most recent data. Papua New Guinea: Government, Economy and Society fills that gap. Written by experts at the University of Papua New Guinea and The Australian National University among others, this book provides up-to-date surveys of critical policy issues for PNG across a range of fields, from elections and politics, decentralisation, and crime and corruption, to PNG’s economic trajectory and household living standards, to uneven development, communication and the media. The volume’s authors provide an overview of the data collected and research undertaken in these various fields in an engaging and accessible way. Edited by Professor Stephen Howes and Professor Lekshmi N. Pillai, Papua New Guinea: Government, Economy and Society is a must-read for students, policymakers and anyone interested in understanding this complex and fascinating country.

Book Bougainville before the conflict

Download or read book Bougainville before the conflict written by Anthony J Regan and published by ANU Press. This book was released on 2015-08-03 with total page 607 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most beautiful island groups of the Pacific, Bougainville has a remarkable history. Tragically, it is as the site of devastating civil conflict that Bougainville is perhaps best known. In exploring the rich environmental, cultural and social heritage of Bougainville before the conflict, this collection provides an insight into the long-term causes of the crisis. In doing so, it surveys such topics as Bougainville’s prehistory and traditional cultures, the impact of German and Australian colonialism, the attempts by disparate local cultures to find a common identity, the assertion of political autonomy in the face of coercion to integrate with Papua New Guinea, and contemporary efforts to resolve conflict and plan a viable future. A landmark collaboration between expert commentators on Bougainville and Bougainvilleans themselves, this volume provides a comprehensive picture for those seeking to understand Bougainville’s history and future directions. Bougainville before the conflict was published in association with the State, Society and Governance in Melanesia Project, which is supported by The Australian National University and the Commonwealth of Australia.
