It will probably be long before the more elusive political development will warrant any confident judgment upon the whole - time only can give the necessary perspective. So, at any rate, it appears to the writer, who has aimed at presenting merely the externals embodied in the law, in such practice as appears to be established, and in what may perhaps be described as doctrinal opinion. The limitations of a text-book are sufficiently obvious, of which we are not likely to want frequent reminders. Federalism, as Professor Dicey remarked years ago, is legalism; and much of its law is hard, dry, and technical.
