Among the States now practising consolidation are Massachusetts, New Hampshire, Ver mont, Maine, Connecticut, New Jersey, Pennsylvania, Virginia, West Virginia, North Carolina, Georgia, Florida, Ohio, Indiana, Wisconsin, Michigan, Minnesota, Missouri, Iowa, Idaho, Kansas, Nebraska, and North Dakota. It is practised also in Victoria, Australia, with great advantage. In all these states it has proved successful and is rapidly spreading. Book excerpt: Excerpt from The Consolidated School in North Dakota This is the school that has at least two teachers and that serves the children residing in about eighteen sections, or that territory usually served by two rural schools. 1 This in substance is the general definition agreed upon by the Conference of, State School Inspectors held at Louisville, Kentucky, last April. It is immaterial as to how it is formed, whether it be by petition, election, or common con sent. The main thing is thatit serves well the general educational needs of'a fair sized rural community. There are in the state 273 consolidated schools. This number includes those organized during the past year and scheduled to be in operation during the coming school year. Of this number 38 were classified last year as state high schools and 25 as graded consolidated schools. These numbers will be materially increased this year. The great opportunity of this school is to provide better school work in the grades and better high school privileges to the country youth, which it is doing. Its greatest need is for sufficient state aid to pay for transportation which would put the rural and town patrons on nearly equal footing regarding equal school facilities. The consolidated school is the only school that can provide educational facilities that are as free and equal as those furnished to the city children. The rural school does not and cannot furnish such educational facilities. The prob lem to solve here is to unite the rural schools to form central or con solidated schools. Our University, State Agricultural College and Normal Schools have attained a degree of excellence and efficiency unparalleled in the history of our state. The denominational institutions, the high schools, and even the village schools, all report remarkable prosperity and increased activity. The great wave of prosperity that has made the past decade the most marvelous in the development of material resources has also found expression in the educational field. The state has recognized this and at the last session of the legislature nearly two million dollars were given to three state educational institutions. Every true friend of education rejoices because of this liberality, and because of the many evidences of increasing advantages to the youth of our state. These institutions, including the high schools and village schools, have reached a condition where their future prosperity is practically assured. They have acquired a momentum that is bound to carry them forward surely and efficiently. The people of this state are fully aware of the value and worth of the work being done by this type of schools; it is a most pleasing situation and one of which the people of Kansas may well be proud. However, there is a phase of our school work that has not felt this forward impulse. I refer particularly to the rural school. It is the deliberate judgment of many of our best educators and closest observers that no such progress as we have above described is to be found in the common or country school. While all eyes have been turned to the high school, to the college, and to the university, it is feared that the welfare of the rural school has been sadly overlooked. While there are undoubtedly many excellent schools in the country to-day, and while many most capable and experienced teachers are working therein and doing their best for the children under their charge, yet the fact remains that a large percent, of the teachers of this class are inexperienced, and many are most indifferently equipped. Much has been hoped, because of the marked increase of salaries in the rural schools in recent years, yet statistics do not indicate that with larger salaries have come better teachers. Again, the average age of teachers in rural schools is continually lessening. In one county in eight years the average age has decreased from twenty-three to twenty years. Book excerpt: Excerpt from Consolidation of Rural Schools and Transportation of Pupils at Public Expense Introduction, - "Consolidation of schools" is the term used when two or more school districts are made into a single district, one school in one building replacing two or more small schools in several buildings. In some States when but two schools are replaced by one, the new school is called a "union" school, the term "consolidated" being applied only when three or more schools are replaced by a single school. In other sections the term "consolidation" is used only in speaking of a school to which children are transported at public expense. When a single school is abandoned on account of the lack of sufficient pupils to keep it open, and the children attend school in a neighboring district, the term "consolidation" would seldom be applied. Consolidation in its best form takes place when schools not forced to close for lack of pupils are deliberately abandoned for the purpose of creating a larger school where more efficient, work may be done, or equivalent work at less expense. Ohio uses the term "centralization" instead of "consolidation," a centralized school being one located where it may be most convenient for the children of an entire township. Sometimes the "centralized" school is located in the village nearest the center; sometimes it is located in the open country. Some of the Ohio centralized schools are housed in two or more buildings; the usual number, however, is but one. Many Western States have schools which to all intents and purposes are consolidated or centralized schools, although they do not replace older one-teacher schools. They are the original schools built to serve large territories and existing from their first establishment as two or more teacher schools. The two primary motives in the movement for consolidation have been and still are (1) for the purpose of securing better educational facilities, and (2) for the purpose of decreasing the cost of education on the school district.
