Book excerpt: As the issue of fragmentation of global environmental governance moved to the centre of debate on governance performance and effectiveness in addressing environmental problems, it attracted scholars from both international law and political science. Each of the disciplines have provided a set of valuable insights into the cases of fragmentation based on distinct analytical approaches and models. However, there is a clear lack of consensus in the literature on conceptualization and various typologies of fragmentation, its causes and consequences as well as views on management approaches. Accordingly, this paper reviews and maps this burgeoning body of research with the aim to contribute to these debates by offering a structured literature review on the various conceptualizations of fragmentation of global governance, identify common analytical themes and touch upon possibilities for integrated research. As this literature review paper illustrates, the concept of fragmentation has evolved from various legal debates on strengthening the overall international system of law and ensuring legal certainty to resembling the literature on global environmental governance in the context of today's transformations of world politics. Furthermore, we conclude that the concept of fragmentation within the framework of global governance architecture appears as a promising lens where each of the different perspectives within international law and political science could theoretically and methodologically merge. Moreover, when considering common analytical problems that each of the disciplines addresses, namely mapping and measuring the degree of fragmentation, examining its causes and consequences and management approaches, one can conclude that the different accounts of these analytical problems are essentially not conflictive, but instead complementary to each other. Therefore, one would need to employ a whole spectrum of perspectives, approaches and tools in order to address these four analytical themes associated with the fragmentation of global governance and accordingly propose concrete management and policy options for increasing the overall institutional performance in terms of sustainable development.

A more fragmented governance structure, represented by a high number of administrative units with decision power on land use per inhabitant, is expected to increase the competition between small towns in the suburbs of metropolitan areas to attract households and workers, which, in turn, induces more land uptake. We study empirically the relationship between administrative fragmentation and the spatial size of cities in a sample of 180 metropolitan areas in the contexts of the US and Europe in the period 2000-2012. Results shed light on the structural differences between the two broad regions and suggest that administrative fragmentation impacts positively on land uptake in both the United States and Europe, although to different extents.

Book excerpt: For decades, there has been substantial debate regarding whether it is preferable for a metropolitan area to be governed by a single local government, or by some number of smaller municipalities. Advocates of the latter, informed by Tiebout (1956) and public choice theory, argue that competitive markets in public goods can and should exist, while those in the former camp believe economies of scale and ability to plan cohesively at the regional level make unitary systems preferable. The literature on this topic, reviewed extensively here, has focused disproportionately on matters of public finance while venturing into other fields of public policy inquiry far less often. Does jurisdictional fragmentation have broader implications? This work will use regression analysis to test whether the structure of local governance affects a variety of outcomes, including ethnic and racial segregation, land use patterns, economic performance and inequality, educational achievement, and housing costs. Overall, results are mixed, though they suggest a future course of research: investigating whether fragmentation has worsened spatial mismatch in the labor market among African-Americans.

Countless local factions carved up the country into a patchwork of spheres of influence. Almost no nationwide or even regional organizations emerged, and no national institutions survived the turbulent descent into renewed civil war. Only the leader of one armed coalition, Khalifa Haftar, managed to overcome competitors and centralize authority over eastern Libya. But tenacious resistance from armed groups in western Libya blocked Haftar's attempt to seize power in the capital Tripoli. Rarely does political fragmentation occur as radically as in Libya, where it has been the primary obstacle to the re-establishment of central authority. This book analyzes the forces that have shaped the country's trajectory since 2011. Confounding widely held assumptions about the role of Libya's tribes in the revolution, Wolfram Lacher shows how war transformed local communities and explains why Khalifa Haftar has been able to consolidate his sway over the northeast. Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.
