Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

The negotiations with the Candidate Countries entered in a new stage. Latest since the Council Meeting in Laeken the enlargement of the EU is conducted in an increasingly rational manner1. In February 2002 rumours indicated the difficulties, which the European Union faces after the enlargement. A prominent objective of the EU is the regional cohesion, the relative regional equality, thus can hardly be accomplished in its today’s structure after the accession of up to 12 countries. The reform of the EU Agricultural and Structural Policy is inevitably today. It will need much more efforts to do so after the enlargement of the European Union. However, the agenda for enlargement is set by the political elites, not by EU bureaucracy. Thus, the negotiations may be used for a certain kind of political blackmailing within the Community. Yet, the enlargement must not fail by financial disruption, since this could easily result in dissolution of all of the European experiment2. The EU Structural Policy has been so far a more or less efficient tool to bridge the unequally distribution of wealth in the Community. It thus provided for a sustainable development and a well-balanced social climate among the Member States and its Regions. Accordingly, aim of this paper shall be first to define the term of cohesion and identify means of structural policy. The EU generated a variety of tools to accomplish its objectives in regard of “raising of the standard of living and quality of life, and economic and social cohesion” 3. Accordingly, the second part of the paper shall be devoted to describe in a limited scope the actual mechanisms of EU Structural Policy. Finally, the approaching enlargement of the Community will provoke further inconveniences concerning the Agricultural and Structural Policy. Hence, the predictable implications of the enlargement will be discussed in the last part of this paper. [...]

Rather than legitimizing such fears, politicians and policy-makers must dispel them by leading the EU and its members to adopt these measures. Enlargement also offers the EU a window of opportunity to accelerate unavoidable reforms of structural policies, agricultural policies and their financing. These are the premises of this new CEPR Policy Paper. The authors outline the key economic and social implications of the prospective accession of the Central and East European countries into the European Union and propose policy recommendations for EU enlargement.

For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO?
