The country is currently losing about 351,000 ha annually to advancing desert and such conditions are estimated to be advancing southwards at the rate of about 0.6 km per year. The dunes are threatening life-supporting oasis, burying water points, and in some cases, engulfing major roads in the affected areas. Trees planted by the government as shelterbelts to check the advancing dunes are withering due to the lack of attention. This paper highlights the state of desertification in Nigeria, the historical trends, the past national efforts, as well as the ongoing and planned measures for combating this fast-spreading desert condition. It further reveals the failures of the past national efforts - projects that have not been designed to adequately tackle the problems of drought and desertification, projects that are not in line with the stated government policies, duplications in some projects, lack of adequate manpower and inadequate funding - and some selected ongoing government projects. These, among others, constitute the major factors for the failure in combating desertification and mitigating the effect of drought in Nigeria.

Book excerpt: A growing body of research and scientific as well as local evidence has shown that climate change impacts is on the rise with its attendant risks/hazards for the land system, even as it relates to DLDD, these being exacerbated by anthropogenic factors; thus, pushing the earth system to a tipping point therefore requiring that society braze up its coping capacities to avert the impending danger. This book highlights the urgent need to move from desertification, land degradation and drought (DLDD) risk management to resilience. The aim is to provide new insight on the issues of DLDD and stir policy guide on vulnerability reduction and building adaptive capacities so as to achieve sustainable development and identify pathways to a land degradation neutral world. It is worthy to note that globally, about one fifth of earth’s land area – more than 2 billion hectares – is degraded; and this jeopardizes the livelihoods of more than 3.5 billion people, i.e., about 40% of the world population. The global population is still growing and is projected to reach 8.3 billion people by 2030. Such growth will put unprecedented pressure on the productivity of the land system from day to day.

Drought and desertification effect strongly the development of a country. The town Baga in Nigeria, was once a fisherman ́s village. It was at the coast of the Tschad lake, now it is more than 30km away from the lake. The increasing desertification of the region at Tschad lake drove the city to become agriculturally centred, the outcome of desertification for the local population is significant. This essay argues for a strong impact of “environmental” problems like desertification and deforestation on the development of a country. This essay wants to highlight the importance of these problems for development science. The key argument of this essay is the reciprocal influence between development and environmental problems. Development often generates environmental problems, which in turn aggravates future development.

The second part of the manual introduces a methodology for socio-economic assessments. This easy to-to-use approach is based on household surveys and can be used by socio-economic experts to monitor, evaluate and assess the socio-economic impacts of the large-scale restoration interventions. Household surveys are not only used for impact assessment but can potentially serve to collect useful data needed to plan a restoration intervention. Quantitative information is collected through carefully chosen standardized questions to households as samples.
