Book excerpt: The Colonial Records of the State of Georgia document the colony through its first twenty-five years and includes correspondence between Georgia founder James Oglethorpe and the Trustees for Establishing the Colony, as well as records pertaining to land grants; agreements and interactions with Indigenous peoples; the settlement of a small Jewish community and the Salzburgers, German-speaking Protestant refugees; and the removal on restrictions of land tenure, rum, and slavery in the colony. Most of the local records of colonial Georgia were destroyed during the Revolution. Under Governor James Wright's direction, merchant John Graham loaded much of the official records on his vessel in the Savannah River. During the Battle of the Rice Boats in March 1776, the Inverness was burned while it lay at anchor. The destructive civil war that occurred in the latter phases of the Revolution resulted in further destruction. The Colonial Records of the State of Georgia, drawn from archival material in Great Britain, remain a unique source. Volume 20 concerns the actual founding of Georgia and covers the years 1732-35. It provides background on the settlement and a great deal about the arrival of the colonists and the conditions that they found. Volume 27, spanning the years 1754-56, contains the papers of Georgia's first governor, John Reynolds, as well as the correspondence of various inhabitants. Volume 28, Part I, contains the papers of governors John Reynolds, Henry Ellis, and James Wright from 1757 to 1763. Volume 28, Part II includes the papers of Governor James Wright, acting governor James Habersham, and others. Volume 29 contains the Trustees' Letter Book, 1732-1738. Volume 30 contains the Trustees' Letter Book, 1738-1745 Volume 31 contains the Trustees' Letter Book, 1745-1752 Volume 32 includes entry books of commissions, powers, instructions, leases, grants of land, and other documents by the Trustees.

Mr. Lincoln had declared, before his election, that the republic could not exist half slave and half free. The contest was inaugurated, not so much because the masses of the Northern people loved the negro and hated slav ery, as because the republican politicians were jealous of and envied the South and the Southern people who had played so conspicuous a, part in the establishment of the republic and promoted its greatness and glory. The slogan of the invaders was at first down with slavery, but thinking men at the North were unwilling to take the risk of deluging a continent with blood and piling up a national debt, appalling in magnitude, to accomplish a result which could be accomplished much more easily and cheaply by peaceful means, as had been done in other countries. Many Northern republicans would not sus tain a war waged on such an issue. At the suggestion of Mr. Seward, therefore, Mr. Lincoln changed the war cry, and henceforth the slogan was the Union must and Shall be preserved, and the war was prosecuted there after ostensibly for the preservation of the Union, and not for the freedom of the negro. The orators of the North and the partisan press represented the Southern States, hitherto the staunchest supporters of the Union. In this study of the reconstruction period in Georgia following the Civil War, a British historian provides a dispassionate account of a highly controversial subject. A revisionist reappraisal, Dr. Conway's study is the first substantial history of the period to be published in fifty years. The sources include considerable material that has become available since the publication of the last major work on the subject in 1915. The author gives close attention to the last days of the Civil War and its aftermath in Georgia, the early attempts at political reconstruction in 1865, the work of the Freedmen's Bureau, the economic problems involved in reshaping the state's economy, the development of the state-cropping and crop-lien systems, the imposition of Congressional reconstruction on Georgia under military supervision, the political maneuverings and economic ventures of such prominent figures as Joseph E. Brown, Benjamin Hill, and Hannibal I. Kimball, the efforts of the Ku-Klux Klan to nullify Negro voting rights and re-establish "white supremacy" concepts, and, finally, the investigations by the Democratic party of Republication misgovernment during the administration of Governor Rufus B. Bullock. Dr. Conway, who did the research for the book in Georgia, has made considerable use of primary manuscripts, travelers' accounts, state and federal reports, and contemporary newspaper material to arrive at an account which judiciously assesses the claims and counter-claims of violently opposed groups which were vitally concerned with the place of the Negro in Southern society after emancipation and with the return of Georgia to the Union.
