This is because the principle of nationality entails the acceptance of the idea of popular government. The importance of the principle of nationality is undeniable, and most of the national questions of Western Europe might be solved in accordance with this principle. Matters are complicated by geographical and strategical considerations, such as the difficulty of determining natural frontiers and the frequent need to establish strategic frontiers. Moreover, the principle of nationality cannot help us where nationalities barely exist or where they are entangled in inextricable confusion. The present work is a critical discussion of the problem of democracy. Michels believes that democracy, as an intellectual theory and as a practical movement, has entered upon a critical phase from which exit will be extremely difficult. In this book he analyzes the tendencies that oppose the realization of democracy, and claims that these tendencies can be classified in three ways: dependence upon the nature of the individual; dependence upon the nature of the political structure; and dependence upon the nature of organization. Attempts to gauge the quality of particular democracies are therefore not only fascinating intellectual exercises but may also be useful practical guides for improving both old and new democracies. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.

In a comprehensive study Professor Edelman examines the three democratic paradigms most prevalent in America today: natural rights, contract, and competition. Theories based on these paradigms lead to different ideas of democracy, each of which yields variant interpretations of the Constitution. This close relationship between democratic theories and constitutional interpretations is analyzed in an extensive historical introduction, which focuses on some of the major thinkers in American history. Edelman's discussion shows that neither the Constitution nor the development of American political thought can serve as an authoritative basis for any one theory of democracy. Instead of a particular theory, the historical constant was an appeal to reason inherent in our basic charter. In his methodological section, Edelman argues that we must use reason to clarify the latent values inherent in the differing concepts of democracy and the consequences that flow from them. He analyzes judicial ideas in the light of three concepts deemed central to any democratic theory—citizenship, political participation, and political freedom—and concludes with a balanced account of contemporary democratic theories, the constitutional theories related to them, and a critique of both.

He argues that democracy is not a stable system anchored in a manifest authority (like monarchy), but is sustained by the recessed and purely potential rule of the "people". Hence, democracy has to constantly reinvent itself, resembling theologically a creatio continua. Like one of Calder's mobiles, democracy for him involves three basic elements that must be balanced constantly: the people, political leaders, and policy goals. Where this balance is disrupted, democracy derails into populism, Bonapartism, or messianism. Given this need for balance, democratic politics is basically a "relational praxis." In our globalizing age, democracy cannot be confined domestically. Dallmayr rejects the idea that it can be autocratically imposed abroad through forced regime change, or that the dominant Western model can simply be transferred elsewhere. In this respect, he challenges the equation of democracy with the pursuit of individual or collective self-interest, insisting that other, more ethical conceptions are possible and that different societies should nurture democracy with their own cultural resources. Providing examples, he discusses efforts to build democracy in the Middle East, China, and India (respectively with Islamic, Confucian and Hindu resources). In the end, Dallmayr's hope is for a "democracy to come", that is, a cosmopolitan community governed not by hegemonic force but by the spirit of equality and mutual respect.
