Book excerpt: Focus of interest in this paper is the concept of competitiveness as measured by the originally developed index of business environment. Competitiveness is interpreted in the broader meaning of the term: it includes not only cost conditions, but also institutional and system conditions of different national economies that define the attractiveness of their business environment. Methodology of composite index decomposition and analysis is used to evaluate and compare Croatian results with the results of EU15 and EU 12 countries. Composite index is formed on World Economic Forum data collected in 2008. Comparisons are done on three levels: overall index, subindices of four distinct sectors of business environment (political-legal, economic, sociocultural and technological), and 22 pinpointed variables that constitute the index. Results show that Croatia lags behind the EU15 countries and has almost equal quality of business environment as EU 12 countries. Based on the results of the analysis of the specific variables, research implicates that in order to improve attractiveness of its business environment the most Croatia should direct its reforms towards following areas: antimonopoly, government spending, market dominance, tertiary enrollment, railroad infrastructure and Internet usage.

Book excerpt: Between 2003 and 2008, Croatia's rapid growth was fueled by rising domestic consumption, growingdeficits, an increased dependence on international finance. Such growth is unlikely to resume in the nearfuture, imposing social and economic costs. In this context, exports are critically important for Croatia'sdevelopment and employment generation. However, the country's trade performance has been lacklustersince the financial crisis. Export openness is lower than in countries with similar income levels, and thecountry's per capita GDP has stagnated. Low export diversification, weak competitiveness, and reducedtechnological sophistication help to explain stagnant exports. The fundamental problem is the failure torenew and transform the manufacturing base, which is linked to low rates of firm entry and exit. Anothermarker of a sluggish economy is the inadequate level of business research and development expenditure by Croatian enterprises and the weak governance framework for research and innovation,which is impairing the impact of research and development spending.In this context, Smart Specialization in Croatia aims to provide insights to the country's smart specializationstrategy (RIS3) by looking at the main constraints and opportunities that it faces in its economic progressalong three interrelated dimensions: trade, firm productivity, and research and development. The report also includes four casestudies to illustrate potential RIS3 approaches to spur research and innovation specialization at theregional level. The report's ultimate objective is to help develop a strategy that fosters productivitygrowth, job creation, and a more diversified export structure.

Book excerpt: The aim of this research is to analyse the position and detecte competitive advantages of Croatia's manufacturing industry in foreign exchange trading. The methodology of this research is based on the application of indices of openness to foreign trade and detected competitive advantages, as well as the complete analysis of the manufacturing industry structure of the Republic of Croatia. In order to analyse the competitive advantages of the manufacturing industry in the Republic of Croatia the following quantitative methods were used: Revealed Comparative Advantage (RCA), as a method for detecting comparative advantages of exporting goods of some countries, Export Competitiveness Indices (XS), as a method for measuring export competitiveness of the observed countries, Export Specialization Index (ES), as a method for comparing export activities of the manufacturing industry in the Republic of Croatia and the European Union, and the Relative Trade Advantage Index (RTA) that incorporates the RCA and the RMA indices. The main results of the research indicate competitive advantages detected by measuring, evaluation of the Croatian manufacturing industry particularly on foreign markets, recommendations and proposals in order to reach a higher level of export competitiveness. The main conclusion of this research is that there is a need to establish prerequisites and to define measures for structural changes in the Croatian manufacturing industry.

Book excerpt: Authors assume that in Croatia, as well as in most of the newly accepted Member States of the European Union, there is insufficient attention dedicated to development of human resources and that human resources have not been recognized as the key factor of competitiveness of the economy able to participate and compete in the world economy and the European Union. At the same time, it is believed that the greatest underdevelopment appears precisely in the area of human resources. Consequently, growth of competitiveness of the economy is insufficient. Namely, conducted research point out that Croatian population does not have necessary skills, knowledge, nor competence which would enable achievement of competitiveness in the production of goods and rendering services and allow for competition at the market of the European Union. In general, Croatian population, the greater part of which will have become work force at the common market upon entering the European Union, are old, inflexible, undereducated and unqualified, and lack necessary knowledge of foreign languages, as well as information- and informatical skills. A separate problem is neglecting of lifelong education upon entering the labour market, which is especially noticeable in data on middle aged unemployed persons who find it hard to get a new employment after they had reached a certain age.Subject of research of this paper will be level of education of the population of the Republic of Croatia, as well as the population of countries which entered the European Union after May 1st, 2004: Cyprus, the Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Slovakia, Slovenia, Malta. Furthermore, public expenditure for education, representation and the share of the population in primary, secondary and tertiary education will also be analysed, as well as average years of education of the population. The obtained indicators will be correlated with the achieved level of development of a country and with average indicators for countries of the European Union. Goals of the paper are the following: 1. to establish whether the Republic of Croatia falls behind the above mentioned countries; 2. to point out the importance of education and educational policy as one of the most significant fields of activity of developmental policy for the purpose of increasing competitiveness and achieving the average level of development of countries of the European Union.

To sustain growth at a higher rate in line with the authorities' aspirations, the analysis highlights the critical need to improve the business environment through further measures to reduce the administrative burden, legal uncertainties, and corruption. It also emphasizes the importance of attracting more greenfield foreign direct investment, and reforms to reduce the role of the state in the economy through fiscal consolidation and faster privatization.
