Book excerpt: The paper sets out a number of assumptions underlying Australian education in the 1950s that were identified at that time by Freeman Butts, a visiting US professor of education. These assumptions were a little education is good for all, but much education is good for only a few; increasingly rigid selection of students is required after the first 8 or 9 years of schooling; traditional academic studies are more valuable than non-academic studies; differentiation and specialisation should occur on the grounds of ability, interest and gender; and intellectual attainment needs to be supported by rigid requirements of syllabus, teaching methods and external examinations. Reforms of the 1960s and 1980s are reviewed in this context. In the 1960s there was a shift to comprehensive, coeducational high schools with increased participation up to Year 10 and greater emphasis on social sciences. The 1980s saw a move to increased participation in Years 11 and 12 on the basis that education is good for both the individual and society. Greater student choice and course offerings also occurred, although a strong academic spine continued to attract students. Assumptions underlying the proposed changes of the 1990s are then examined. These assumptions are that postcompulsory education and training is good for all young people; there is a key set of competencies essential for work, social settings, and further education and training; all young people should attain key competencies; both training and school education have roles in delivering key competencies; key competencies are not subject, gender or vocationally dependent; differentiation of schools and training programs is made less significant through a focus on competencies; and evidence of competence is based on explicit performance criteria. These assumptions are seen as significantly different from those identified by Freeman Butts in the 1950s.
