Book excerpt: In 1980 and 1981, more than 68,000 juvenile halibut were tagged in the Gulf of Alaska and Southeast Alaska in an effort to obtain estimates of movements of juvenile halibut. In this paper we develop a maximum likelihood method for estimating the movement between International Pacific Halibut Commission (IPHC) regulatory Areas 3B, 3A, 2C, 2B and 2A. In addition to the movement rates, we also estimate the sizespecific natural mortality, tagging mortality and size selectivity for commercial gear in Areas 3B and 3A. We found that all of these parameters could be estimated with low confounding, and that the predicted recovery pattern of tags conforms closely to the observed recoveries. The best fitting model estimates that there are substantial southerly movements of juvenile halibut; for example, we estimate that 17% of fish tagged in 3B would recruit as adults to 2B, and that 25% of fish tagged in 3A would recruit as adults to 2B. Further improvements in the analysis could include smaller spatial scale of analysis, and combining tagging analysis with catch-at-age data.

Book excerpt: Intrinsic growth parameters of female and male halibut, and the length-specific selectivity of the commercial setline fishery, were estimated by fitting a simple model to catch composition data collected in Areas 2B and 3A in 1990 and 1991. Area-specific schedules of female maturity as a function of length were estimated using data collected during the 1980s. Yield per recruit and spawning biomass per recruit of halibut in Area 2B and 3A were calculated using the new estimates of growth, selectivity, and maturity. The results showed the current 32-inch commercial size limit to be appropriate. (At time of publication in mid-1995, it is clear that halibut life history parameters have changed considerably since 1990. The size limit is therefore being reviewed again.).

Book excerpt: This analysis examines proposed changes to the management of Pacific halibut in the charter fisheries and commercial setline fisheries in International Pacific Halibut Commission (IPHC) Regulatory Areas 2C and 3A in the Gulf of Alaska. The North Pacific Fishery Management Council (Council) identified a need to develop a catch sharing plan (CSP) for the charter and commercial sectors to address conservation and allocation concerns in both areas. These concerns resulted from: 1) increased harvests in the charter halibut fishery, and 2) decreased catch limits in the commercial setline fisheries. The Council considered five alternatives and adopted a Preferred Alternative from among proposed CSP elements. The Council adopted its Preferred Alternative using the proposed charter allocations under Alternative 3 for Area 2C and the proposed charter allocations under Alternative 4 for Area 3A. The Council also adopted revised elements for a Guided Angler Fish Program, in which Charter Halibut Permit holders would be allowed to lease commercial Individual Fishing Quota in order to provide charter anglers with harvesting opportunities, not to exceed limits in place for unguided anglers. Annual management measures would be implemented each year through a cooperative program among state and Federal agencies. The Council also would request that the IPHC: 1) annually set a combined charter and commercial setline catch limit, to which the allocation percentage for each area would be applied to establish the domestic harvest allowances for each sector and 2) implement separate accountability of halibut removals for each sector. Upon implementation, the Alaska Department of Fish and Game logbooks would be used as the primary data source for estimating charter halibut harvest. The Council intends that the CSP would be implemented by National Marine Fisheries Service for 2014, which is the earliest possible timeline.

Book excerpt: The International Pacific Halibut Commission (IPHC) annually compiles estimates of the amount of Pacific halibut (Hippoglossus stenolepis) incidentally caught in fisheries directed at shellfish and other groundfish. Incidental catches in foreign and joint venture fisheries off Alaska are estimated by the U.S. National Marine Fisheries Service, whereas IPHC estimates incidental catches in all other fisheries. For fisheries which receive at-sea monitoring, halibut incidence data extrapolated to the fishery provide a reliable estimate of incidental catch. Estimates based on incidence data collected during infrequent observer programs or observed on research surveys are considered less reliable and, in some cases, only indicate the general magnitude of the incidental catch. The combined estimates for all fisheries show that incidental catch peaked at 26 million pounds (net weight) in 1962. Incidental catch has generally declined since the early 1960s when estimates were first available, although there have been periodic increases in the early 1970s and 1980s when effort expanded in specific areas. By 1986, incidental catch declined to 10 million pounds. Based on mortality rates of 100 percent in the foreign trawl, joint venture, U.S. crab pot and shrimp trawl fisheries, 50 percent in U.S. and Canadian trawl fisheries for groundfish, and 25 percent on foreign setline operations, the actual loss was estimated at 25 million pounds in 1962, but has since declined to 7 million pounds in 1986, the lowest since the early 1960s. By comparison, the directed commercial and sport fishery for halibut harvested 73.1 million pounds in 1986.
