Download or read book The Commercial Revolution in Space Systems Acquisition Management written by and published by . This book was released on 1996 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Acquisition reform in the Department of Defense has become one of the highest priority initiatives currently underway. This report examines the applicability of commercial acquisition practices to the development of DoD space systems. In conducting this analysis, the results of a quantitative study conducted for the Office of the Deputy Undersecretary of Defense for Acquisition Reform known as the Coopers & Lybrand/TASC Study are compared with a qualitative study conducted by the Office of the Assistant Secretary of the Air Force (Space) known as the Industry Advisory Council Study. In light of the conclusions of these two studies, several current space systems acquisitions are reviewed to take a look at the potential for successful implementation of commercial practices in the acquisition of DoD space systems. The results to date are very encouraging.

Chaplain and published by DIANE Publishing. This book was released on 2010-06 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The majority of large-scale acquisition programs in the DoD space portfolio have experienced problems during the past two decades that have driven up costs by billions of dollars, stretched schedules by years, and increased technical risks. To address the cost increases, DoD altered its acquisitions by reducing the number of satellites it intended to buy, reducing the capabilities of the satellites, or terminating major space systems acquisitions. Many space acquisitions are experiencing significant schedule delays resulting in potential capability gaps in areas such as missile warning, military commun., and weather monitoring. This testimony focuses on: the status of space acquisitions; factors of acquisition problems; and efforts to improve acquisitions. Illus.

Book Space Acquisitions Acquisition Management Continues to Improve But Challenges Persist for Current and Future Programs

Download or read book Space Acquisitions Acquisition Management Continues to Improve But Challenges Persist for Current and Future Programs written by U.s. Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-07-27 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: " Each year, DOD spends billions of dollars to acquire space-based capabilities that support military and other government operations. The majority of DOD's space programs were beset by significant cost and schedule growth problems during their development. Most programs are now in production, however, and acquisition problems are not as widespread and significant as they were several years ago. In prior years, GAO has identified a number of actions DOD is taking to improve management and oversight of space program acquisitions. Facing constrained budgets and concerns about the resiliency of its satellites, DOD is considering potential changes to how it acquires space systems. This testimony focuses on (1) the current status and cost of major DOD space systems acquisitions, (2) recent actions taken to further improve space systems acquisitions, and (3) potential impacts of the direction DOD is taking on upcoming changes to the acquisition of DOD space systems. This testimony is based on previously issued GAO products, ongoing GAO work on disaggregated architectures, interviews with DOD officials, and an analysis of DOD funding estimates from fiscal years 2013 through 2018. Book Briefing on Commercial and Department of Defense Space System Requirements and Acquisition Practices

Download or read book Briefing on Commercial and Department of Defense Space System Requirements and Acquisition Practices written by Cristina T. Chaplain and published by . This book was released on 2010 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) has had long-standing difficulties developing and delivering space systems on time and within budget. Some programs have been delayed by years and cost billions of dollars more than their initial estimates. Attempts to reform DOD space acquisitions in the past have sought to leverage commercial approaches or rely more on the commercial sector to meet DOD needs. These efforts have not been successful and, in some cases, have exacerbated problems, particularly with respect to oversight. In view of past challenges with adopting commercial approaches, you requested we examine the following questions: (1) What are the differences between commercial and national security space system missions, requirements, and technology development? (2) What acquisition practices adopted by commercial companies could be used for national security space system acquisitions? (3) Which acquisition practices adopted by commercial companies may not be readily adaptable for national security space system acquisitions? The attached briefing provides the results of our review.
