Book excerpt: The Commander's Emergency Response Program (CERP) needs to focus on attaining short term counterinsurgency effects and balance that with long term goals. This can be achieved by understanding CERP's impact on the COIN campaign and its impact on Government of Afghanistan's priorities. Requiring commanders and CERP managers to get buy-in with our Afghan partners at the beginning of the process will allow for a smooth transition of government functions back to the Afghans. A training program to help facilitate this process is critical to its success. The process will only work with a whole of government approach, with representatives available at all steps of the process to facilitate better program outcomes. Fixing past errors and providing better oversight and more training focusing on outcomes versus spending will provide the effects we need to be successful.

Book excerpt: Throughout its military history, the United States has demonstrated poor institutional memory resulting in a tendency to reinvent the wheel. The development of counterinsurgency doctrine in Vietnam, for instance, yielded valuable knowledge about combating an irregular enemy. Regardless, the subsequent foray into a counterinsurgent environment during Operation Iraqi Freedom proved problematic as the U.S. scrambled to adapt to yet another asymmetric threat. Operationally, the selection of performance metrics by the U.S. in complex and adaptive battlefields has mirrored this argument. Throughout the entirety of Operation Iraqi Freedom, the U.S. spent over $60 billion on reconstruction and stability of which the Commander's Emergency Response Program cost the U.S. taxpayer over $4 billion. Reminiscent of the poor selection of performance measures in Vietnam, the metrics used to evaluate the effectiveness of the Commander's Emergency Response Program proved insufficient and resulted in the waste of time, money and resources. Adopting a combination of qualitative and quantitative analysis, this work examines various aspects of performance metrics and, ultimately, their affect on the Commander's Emergency Response Program. The work uses select historical cases to compare and contrast the selection of performance metrics in a conventional versus an irregular conflict. Empirical evidence is also used to test the effectiveness of metrics and their affect on outcomes. As a result of this analysis we learn that the selection of performance criteria is more difficult in asymmetric environments. As illustrated in the paper, the U.S. has wasted immense amounts of effort, and money, because poorly selected metrics are not always indicative of success. This fact, compounded by a lack of regulation and oversight, resulted in the Commander's Emergency Response Program providing questionable outcomes for military leaders. The United States has experienced many hard lessons due to its inability to institute historically developed best practices. It is vital that military commanders develop and implement metrics that are measurable and provide an accurate assessment of progress. Also essential is the need for regulation and oversight for funding programs to ensure their most efficient and effective use.

The Department of Defense (DOD) is one of several U.S. agencies that administer U.S.-funded relief and reconstruction programs in Iraq. In particular, DOD manages the Commander's Emergency Response Program (CERP), which is designed to enable local commanders in Iraq and Afghanistan to respond to urgent humanitarian relief and reconstruction requirements within their areas of responsibility by carrying out programs that will immediately assist the indigenous population. 1 Thus far, Congress has appropriated more than $3 billion for CERP in Iraq and Afghanistan. Since the program's inception, DOD has steadily increased its funding requests in response to theater conditions, and reported obligations have also grown substantially. DOD's funding requests have increased by more than a billion dollars from fiscal years 2004 through 2008. For fiscal year 2008, DOD requested $1.2 billion to fund CERP projects in Iraq and Afghanistan and plans to request an additional $507 million, primarily for CERP in Iraq. Furthermore, DOD's reported obligations for Iraq and Afghanistan have grown from about $179 million in fiscal year 2004 to more than $1.1 billion in fiscal year 2007. In addition, over the same period of time, the number of projects in both countries has grown from about 6,450 to about 8,700. In particular, the number of projects costing more than $500,000 has increased from 13 in fiscal year 2004 to 276 in fiscal year 2007 and in fiscal year 2007 accounted for about 46 percent of the reported obligations in Iraq and Afghanistan.

Book excerpt: This paper examines some of the areas needing improvement in the Commander's Emergency Response Program (CERP), a major weapon in the local commander's arsenal for stability operations. It explains why a confluence of recent events-- updated doctrine, the publication of the Gansler Commission Report, and the creation of the Army's Expeditionary Contracting Command (ECC)-- have created a unique opportunity. This is an opportunity for Army expeditionary contracting to change from its traditional general support role to a more proactive direct support role by assisting the local commander through his CERP program. The ECC must evolve its organizational structure to complement this new role and develop doctrine to employ their subordinate units that fully supports the newly published doctrine for Stability Operations. This paper also discusses how these changes allow the newly formed ECC to leverage its expertise to enhance training and improve the deficient areas in the local commander's CERP program identified by the Special Inspector General for Iraq Reconstruction (SIGIR).

The dollar amounts suggest that reconstruction is important in post-conflict environments, but how important is it really? Some military commanders have interestingly noticed a relationship between the insurgency and reconstruction spending, specifically with the Commander's Emergency Response Program (CERP). In post-conflict environments, CERP reconstruction efforts can be applied in such a manner that they contribute to the diffusion of the incubation and growth of insurgencies. This research is focused on determining how the CERP program can be used to influence insurgency through a Social Movement Theoretical framework. There are two primary purposes: to determine if CERP has historically influenced the security environment in any measureable way and to develop a model comprised of those components (needs, deserve and message resonance) that could plausibly be argued to have an effect on violence and determine which components most significantly influence insurgency. The model is tested on the At Tameem province of Iraq. The results depict that commanders have not used CERP to influence the insurgency in Iraq, but there does exist a weak positive correlation. Further, when compared to historical data, the deserve and message resonance factors contribute more to the influence of popular support than do the needs of the people. Several prescriptive implications are drawn with regard to the future use of CERP.
