Book excerpt: In an information-age military, the proper organizational orientation may no longer be one of command and control, but command or control. Historically, the military's response to new information technology has always been greater centralized control. Unfortunately, greater centralized control is the exact opposite of what is desired to maximize the benefits of information technology. As the tempo of operations increases, so does the demand for faster decision making. Information technology, however, is creating a faster information gathering cycle, but not a correspondingly faster decision making cycle. This creates an imbalance that can only be corrected by the proper organizational orientation which takes full advantage of information. The information-age military needs the shared information-gathering advantages of a networked organization with the decentralized decision-making advantages of a flattened hierarchical organization. Failure to adapt to a new organizational orientation of decentralized control may result in a US military unable to operate at the increased tempo of future warfare.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

Book excerpt: The qualities of commanders and their ideas are more important to a general theory of command and control than are the technical and architectural qualities of their computers and communications systems. This theory separates the art of command and control (C2) from the hardware and software systems that support C2. It centers on the idea of a command concept, a commander's vision of a military operation that informs the making of command decisions during that operation. The theory suggests that the essential communications up and down the chain of command can (and should) be limited to disseminating, verifying, or modifying command concepts. The theory also suggests, as an extreme case, that an ideal command concept is one that is so prescient, sound, and fully conveyed to subordinates that it would allow the commander to leave the battlefield before the battle commences, with no adverse effect upon the out-come. This report advances a theory about military command and control. Then, through six historical case studies of modern battles, it explores the implications of the theory both for the professional development of commanders and for the design and evaluation of command and control architectures. The report should be of interest to members of the Joint Staff and the services involved in developing command and control doctrine for the U.S. military, and to all of those interested in the military art and science of command and control.
