In Europe, there indeed exist independent countries, insignificant from the point of view of the entire civilization, and born by sheer coincidence, yet, this coincidence, this fancy, or diplomatic ploy that created them can just as easily bring them to an end---the nations that count in the political calculations are only the enlightened ones. Therefore, our nation should not merely grow in power, strengthen its character, and foster in people the feeling of love for homeland, but also---inasmuch as it is possible---breath the fresh breeze of humanity's general progress, feed it to the nation, absorb its creative energy. Until now, we have trusted and lived only in the weary conditions, conditions devoid of health-giving elements---now, as a result the nation's heart beats too slowly and its mind works too tediously. We ought to open our windows to Europe, to the wind of continental change and allow it to air our sultry home, since as not all health comes from the inside, not all disease comes from the outside.

Its stability and very existence were challenged repeatedly by the tension between the pressures for overarching political cohesion and the defense of separate national identities and aspirations. In a brilliant analysis of this complex and sensitive national question, Ivo Banac provides a comprehensive introduction to Yugoslav political history. His book is a genetic study of the ideas, circumstances, and events that shaped the pattern of relations among the nationalities of Yugoslavia. It traces and analyzes the history and characteristics of South Slavic national ideologies, connects these trends with Yugoslavia's flawed unification in 1918, and ends with the fatal adoption of the centralist system in 1921. Banac focuses on the first two and a half years in the history of the Kingdom of the Serbs, Croats, and Slovenes, because in his view this was the period that set the pattern for subsequent development of the national question. With this long-awaited book, Ivo Banac becomes the first scholar to assess the domestic consequences of Yugoslavia's expulsion from the Cominform, and his findings will radically revise some of our most basic assumptions about Tito's revolution. Banac's subject is the nature and fate of those elements in the Yugoslav Communist party who were said to have sided with Moscow against their own country's leadership. He demonstrates that the so-called Cominformists represented as much as twenty-percent of the party membership and had widely divergent aims. He then reconstructs the history of the labrynthine factional struggles that preceded and accompanied the 1948 split and shows that, as always, the national question played the dominant role in Yugoslav politics. After identifying the members of the opposition and mapping its course, Banac recounts the harsh repression of the movement. He provides massive documentation of startling irony: the conflict with Stalin played the same part in the shaping of Yugoslavia's political system as the collectivization and purges of the 1930's did in the history of Soviet communism.

'Creating a Socialist Yugoslavia: Tito, Communist Leadership and the National Question' charts how the Yugoslav Communist leaders approached the national question, and what influence the complex national relations in the multinational state of Yugoslavia had on the development of the Yugoslav communists' policies, and on their post-war socialist project. From 1935 to 1990, tremendous changes took place in the Yugoslav approach to the national question, and in the institutions they devised as part of this solution. There were also significant changes to the role of the republics and the relations between the different national groups within the Yugoslav state. Discussions on the national question were not absent during this period, despite the communists claim to have solved it. Debates over what kind of Yugoslav unity was the most desirable continued to be a question of contention and different groups had different visions of this. A struggle over resources also developed between different republics. This book identifies and examines four particular phases in the communists' strategies towards the national question; each marked by particular processes, issues and challenges. The claim to have solved the national question often meant that this issue could not be discussed openly and had to be expressed in a particular rhetoric approved by the Party. 'Creating a Socialist Yugoslavia' provides an authoritative account of the Yugoslav communist leaders' national policy and attempts to deal with the challenges encountered by the communists in reconciling their aspiration to create a socialist Yugoslavia with the need to regulate national conflict within the federation.

The Great Powers and the country's intellectual and political elites believed that a coherent identity could be formed in which the different South Slav groups in the state could identify with a single Balkan Yugoslav identity. Pieter Troch draws on previously unpublished sources from the domain of education to show how the state's nationalities policy initially allowed for a flexible and inclusive Yugoslav nationhood, and how that system was slowly replaced with a more domineering and rigid 'top-down' nationalism during the dictatorship of King Alexander I - who banned political parties and coded a strongly politicised Yugoslav national identity. As Yugoslav society became increasingly split between the 'pro-Yugoslav' central regime and 'anti-Yugoslav' opposition, the seeds were sown for the failure of the Yugoslav idea. Nationalism and Yugoslavia provides a valuable new insight into the complexities of pre-war Yugoslavia.

Based on the author's extensive primary source research and interviews with key protagonists, Saviours of the Nation examines both the causes and the consequences of the opposition's transformation into a nationalist force. Highlighting the role of historical context, it argues that three main factors contributed to the intellectuals' elaboration of a radical nationalist ideology: abandonment of cultural "Yugoslavism" in conjunction with the post-Tito crisis of the state, difficulties in solving the thorny "Kosovo question," and relationships between the dissidents and their Slovenian counterparts. Soso also includes a thorough analysis of the "Memorandum" of the Serbian Academy and the intellectuals' relations with Miloševi . She argues that the intellectual opposition's search for Serbian statehood at any price undermined its ability to present a convincing political alternative, allowing the regime to overcome its crisis of legitimacy and continue its reckless and belligerent policies.
