Book excerpt: Excerpt from The Colonial Policy of William III in America and the West Indies The period from 1689 to 1714 in Colonial history has received a far smaller proportion of consideration than those periods immediately preceding or following it; and yet it would appear likely that the years which saw the Revolution and the establish ment in England of a new dynasty, with important foreign connections and important constitutional significance, should bear in colonial development a share at least equal to those periods considered at greater length. This essay is therefore designed to form the beginning of a link between the historical consideration of the Restoration colonial policy and that of the years prefacing the separation. One of the main difficulties in considering colonial policy before the War of Independence lies in the fact that there are few outstanding events which can be taken as starting points for investigation; and in this respect the possibilities of the Revolution of 1689 appear hitherto to have been overlooked. In the matter of point of View from which events have been treated I can therefore claim originality. Starting from the assumption - which the work of distinguished historians, especially the late Mr G. L. Beer, has clearly estab lished - that the Navigation Laws formed the basis of English colonial policy, at least to the end of the seventeenth century, I have attempted here to examine the part played in colonial development by the Revolution of 1689 and the establishment of the new monarchy in England; and also to ascertain the general trend of progress in colonial relations during the period, wherever the Revolution and other noteworthy events of the reign afford special Opportunity. He was the son of a Reformed minister and hailed from Frankfurt on the Main. To posterity Jacob Leisler is known for his role during the Glorious Revolution in 1689 as rebel against the English governor of the colony of New York - for which he was cruelly put to death in 1691. The essays in this collection show that Leisler's world had many more faces and sides: there is the military aspect of Leisler's career, the mercantile world in which Leisler lived (and was captured by Algerian pirates), the religious world that got him into a fierce fight with a Dutch-Reformed pastor, and finally the larger ideological, political, and economic context that ranges from a study of the role of the little port of Dover (England) to the larger issues related to the role of colonies in the Atlantic economy and the British Empire. A number of general themes hold the essays together: Two are of particular importance: The Atlantic nature of religion and the transnational character of the Atlantic economy. Most of the essays were presentations to a workshop held at the Centre for the Study of Human Settlement and Historical Change at the National University of Ireland in Galway.

Book excerpt: In early modern Britain, there was an argument that war at sea, especially war in Spanish America, was an ideal means of warfare, offering the prospect of rich gains at relatively little cost whilst inflicting considerable damage on enemy financial resources. This book examines that argument, tracing its origin to the glorious memory of Elizabethan maritime war, discussing its supposed economic advantages, and investigating its influence on British politics and naval policy during the War of the Spanish Succession (1702-13) and after. The book reveals that the alleged economic advantages of war at sea were crucial in attracting the support of politicians of different political stances. It shows how supporters of war at sea, both in the government as well as in the opposition, tried to implement pro-maritime war policy by naval operations, colonial expeditions and by legislation, and how their attempts were often frustrated by diplomatic considerations, the incapacity of naval administration, and by conflicting interests between different groups connected to the West Indian colonies and Spanish American trade. It demonstrates how, after the War of the Spanish Succession, arguments for active colonial maritime war continued to be central to political conflict, notably in the opposition propaganda campaigns against the Walpole ministry, culminating in the War of Jenkins's Ear against Spain in 1739. The book also includes material on the South Sea Company, showing how the foundation of this company, later the subject of the notorious 'Bubble', was a logical part of British strategy. Shinsuke Satsuma completed his doctorate in maritime history at the University of Exeter.
