The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. Lucidly and accessibly written, Colonial Legacies offers a balanced and elegantly nuanced exploration of a complex historical reality. The failure of the postcolonial political elites to ensure inclusive governance has continued to foster centrifugal and centripetal forces that question the legitimacy of the state. A new government approach is required that would ensure equal representation, access to power and equitable distribution of resources.

It is the first book to address the monetary history of the colonial period in a comprehensive way, covering several areas of the continent and different periods, with the ultimate aim of understanding the long-term impact of colonial monetary policies on African societies. While grounding an understanding of money in terms of its circulation, acceptance and impact, this book shows first and foremost how the monetary systems that resulted from the imposition of colonial rule on African societies were not a replacement of the old currency systems with entirely new ones, but were rather the result of the convergence of different orders of value and monetary practices. By putting histories of people using money at the heart of the story, and connecting them to larger imperial policies, the volume provides a new and fresh perspective on the history of the establishment of colonial rule in Africa. This book is the result of a collaborative and interdisciplinary research project that has received funding by the Gerda Henkel Foundation. Book excerpt: This book engages in the long-standing debate on the relationship between capitalism and colonialism. Specifically, Rönnbäck and Broberg study the interaction between imperialist policies, colonial institutions and financial markets. Their primary method of analysis is examining micro- and macro-level data relating to a large sample of ventures operating in Africa and traded on the London Stock Exchange between 1869 and 1969. Their study shows that the relationship between capital and colonialism was highly complex. While return from investing in African colonies on average was not extraordinary, there were certainly many occasions when investors enjoyed high return due to various forms of exploitation. While there were actors with rational calculations and deliberate strategies, there was also an important element of chance in determining the return on investment – not least in the mining sector, which overall was the most important business for investment in African ventures during this period. This book finally also demonstrates that the different paths of decolonization in Africa had very diverse effects for investors.

Chosen by Choice Magazine as an Outstanding Academic Title The 250 years covered by Silver, Trade, and War marked the era of commercial capitalism, that bridge between late medieval and modern times. Spain, peripheral to western Europe in 1500, produced American treasure in silver, which Spanish convoys bore from Portobelo and Veracruz on the Carribbean coast across the Atlantic to Spain in exchange for European goods shipped from Sevilla (later, Cadiz). Spanish colonialism, the authors suggest, was the cutting edge of the early global economy. America's silver permitted Spain to graft early capitalistic elements onto its late medieval structures, reinforcing its patrimonialism and dynasticism. However, the authors argue, silver gave Spain an illusion of wealth, security, and hegemony, while its system of "managed" transatlantic trade failed to monitor silver flows that were beyond the control of government officials. While Spain's intervention buttressed Hapsburg efforts at hegemony in Europe, it induced the formation of protonationalist state formations, notably in England and France. The treaty of Utrecht (1714) emphasized the lag between developing England and France, and stagnating Spain, and the persistence of Spain's late medieval structures. These were basic elements of what the authors term Spain's Hapsburg "legacy." Over the first half of the eighteenth century, Spain under the Bourbons tried to contain expansionist France and England in the Caribbean and to formulate and implement policies competitors seemed to apply successfully to their overseas possessions, namely, a colonial compact. Spain's policy planners (proyectistas) scanned abroad for models of modernization adaptable to Spain and its American colonies without risking institutional change. The second part of the book, "Toward a Spanish-Bourbon Paradigm," analyzes the projectors' works and their minimal impact in the context of the changing Atlantic scene until 1759. By then, despite its efforts, Spain could no longer compete successfully with England and France in the international economy. Throughout the book a colonial rather than metropolitan prism informs the authors' interpretation of the major themes examined.
