Parliament and King Charles battled over what rights English citizens possessed. Parliament won its battle against King Charles I, when it took his head. After defeating royal absolutism, Parliament established its own form of absolutism toward the American colonies. The American Revolution represents the colonists battle to retrieve the Rights promised within their colonial charters. This book examines the promises within Massachusetts' Charter of 1629, and the method by which John Winthrop transferred political rights to the Bay colony. The Bay colony's Charter is also placed within its proper political context - focusing on England's Constitutional crisis during the Seventeenth century. Finally, this book will illustrate how England's mercantile policies toward the American colonies contributed to breaching the Colonial Charters, and prompting Revolution. In 1629, King Charles promised rights and privileges to Massachusetts settlers. These rights and privileges emanated from a belief in Immutable rights guaranteed by Magna Charta, and the Petition of Rights. When Parliament tried to rescind these guaranteed rights with the Declaratory Act, the Colonists remember what they had been promised. At its most basic level the American Revolution represents a contract breach between England's King and the American Colonists. The colonists believed they had an immutable right to protest their loss of privilege. Parliament believed the colonist had no right to protest concerning their treatment. Revolution was the natural result from this intellectual disagreement.

Book excerpt: The charter of Massachusetts Bay was one of the New World's first attempts to establish self-government in the English colonies of North America. In this case, the Massachusetts Bay Company, a joint-stock company resident in England, whose membership included merchants and landed gentry, received a charter from the Crown. The government of the company and the extent of its authority were clearly stated in the charter, with an unstated premise that the management of the company and thus the charter itself would remain in England. However, a group of Puritans within the Massachusetts Bay Company adopted a pledge known as the Cambridge Agreement, in which they stipulated that they would not only migrate to the New World but also carry the charter with them. This last step was taken to assure those Puritans in the company who settled in New England that they would retain control of company management. By bringing the charter to America, the Puritans took the first step in transforming Massachusetts Bay from a trading company into a commonwealth, because the charter became the constitution of the colony.

King and People in Provincial Massachusetts explores what monarchy meant to Massachusetts under its second charter and why the momentous change to republican government came about. Richard L. Bushman argues that monarchy entailed more than having a king as head of state: it was an elaborate political culture with implications for social organization as well. Massachusetts, moreover, was entirely loyal to the king and thoroughly imbued with that culture. Why then did the colonies become republican in 1776? The change cannot be attributed to a single thinker such as John Locke or to a strain of political thought such as English country party rhetoric. Instead, it was the result of tensions ingrained in the colonial political system that surfaced with the invasion of parliamentary power into colonial affairs after 1763. The underlying weakness of monarchical government in Massachusetts was the absence of monarchical society -- the intricate web of patronage and dependence that existed in England. But the conflict came from the colonists' conception of rulers as an alien class of exploiters whose interest was the plundering of the colonies. In large part, colonial politics was the effort to restrain official avarice. The author explicates the meaning of "interest" in political discourse to show how that conception was central in the thinking of both the popular party and the British ministry. Management of the interest of royal officials was a problem that continually bedeviled both the colonists and the crown. Conflict was perennial because the colonists and the ministry pursued diverging objectives in regulating colonial officialdom. Ultimately the colonists came to see that safety against exploitation by self-interested rulers would be assured only by republican government.
