In this pathbreaking book Alan Tully offers an unprecedented comparative study of colonial political life and a rethinking of the foundations of American political culture. Tully chooses for his comparison the two colonies that arguably had the most profound impact on American political history—New York and Pennsylvania, the rich and varied colonies at the geographical and ideological center of British colonial America. Fundamental to the book is Tully's argument that out of Anglo-American influences and the cumulative character of each colonial experience, New York and Pennsylvania developed their own distinctive but complementary characteristics. In making this case Tully enters—from a new perspective—the prominent argument between the "classical republican" and "liberal" views of early American public thought. He contends that the radical Whig element of classical republicanism was far less influential than historians have believed and that the political experience of New York and Pennsylvania led to their role as innovators of liberal political concepts and discourse. In a conclusion that pursues his insights into the revolutionary and early republican years, Tully underlines a paradox in American political development: not only were the pathbreaking liberal politicians of New York and Pennsylvania the least inclined towards revolutionary fervor, but their political language and concepts—integral to an emerging liberal democratic order—were rooted in oligarchical political practice. Book excerpt: The Colonial Art of Demonizing Others examines European mistranslations and misrepresentations of black freedom dreams and self-activity as monstrous in the period of modern imperial consolidation –roughly from 1750 to 1848. This book argues that Europe’s archives of self-understanding are haunted by the traces of Black radical resistance. Just as Europe’s economy came to depend upon the raw materials, markets, and labor it secured from the colonies, European culture came to be based on fantasies and phobias derived from the unruly and unmanageable aftershocks of colonial violence and counter-insurgency. Rather than assert that European nationalist and abolitionist discourses are on the side of emancipatory movements, the book shows the limits of the promise of that discourse, and the continuation of those limitations that makes the continued pursuit of that promise a questionable activity. This book does not wish to salvage the emancipatory promises of European discourse, but considers the more difficult and uncomfortable question of why emancipatory movements represented the struggles of anticolonial and radical blackness the way they did. The Colonial Art of Demonizing Others privileges the political reading not only of literary texts but also of historical documents and visual culture.

Here is Israel Pemberton (1715-1779) as merchant, politician, friend of the Indians, Quaker leader, philanthropist, and proponent of peace. This Israel Pemberton, son of Israel, the merchant, and grandson of Phineas, one of the colony’s Quaker founders, was born to lead. Energetic, conscientious, gifted, and shrewd, he typified the practical, political side of Quakerism in all its strength and weakness. Economic success as merchant-shipper-trader came early to Pemberton, but did not satisfy him for long, and from about 1750 to the Revolution he devoted most of his energy to trying to maintain Quaker principles in Pennsylvania. He led the Friends in and out of the Assembly in their opposition to the aggressive Indian policy of the proprietors and the frontiersmen, hoping to keep peace with the Indians and to preserve the liberties as well as the power with which William Penn had endowed the first generation of Pennsylvania Friends.
