By the early '70s, foreign (mostly American) traffickers began requesting cocaine. This book focuses on the decades of crime and violence the illegal drug trade brought to Colombia and how this social upset was ended in the early 2000s. Six chapters detail the Medellin and Cali cartels' war against the Colombian government, the revolutionary guerrillas' war against the government, the war that paramilitary groups conducted against the guerrillas, and the way in which the government finally put a stop to the cartel-financed bloodshed. In conclusion, the author assesses Colombia's progress and prospects since the end of the violence claimed the lives of some 300,000 between 1975 and 2008.

Book excerpt: In republican Colombia, salt became an important source of revenue not just to individuals, but to the state, which levied taxes on it and in some cases controlled and profited from its production. The salt trade consistently accounted for roughly 10 percent of government income. In the town of La Salina de Chita, in Boyaca province, thermal springs offered vast amounts of salt, and its procurement and distribution was placed under the jurisdiction of the Ministry of Finance. Focusing his study on La Salina, Joshua M. Rosenthal presents a fascinating glimpse into the workings of the early Colombian state, its institutions, and their interactions with local citizens during this formative period. Although historians have cited the state's weakness and, in many cases, its absence in local affairs, Rosenthal counters these assumptions by documenting the primary role the state held in administering contracts, inspections, land rights, labor, and trade in La Salina, contending that this was not an isolated incident. He also uncovers the frequent interaction between the state and local residents, who used the state's liberal rhetoric to gain personal economic advantage. Seen through the lens of the administration of La Salina's saltworks, Rosenthal provides a firsthand account of the role of local institutions and fiscal management in the larger process of state building. His study offers new perspectives on the complex network of republican Colombia's political culture and its involvement in provincial life across the nation.

Book excerpt: Since the late 1990s, the United States has funneled billions of dollars in aid to Colombia, ostensibly to combat the illicit drug trade and State Department-designated terrorist groups. The result has been a spiral of violence that continues to take lives and destabilize Colombian society. This book asks an obvious question: are the official reasons given for the wars on drugs and terror in Colombia plausible, or are there other, deeper factors at work? Scholars Villar and Cottle suggest that the answers lie in a close examination of the cocaine trade, particularly its class dimensions. Their analysis reveals that this trade has fueled extensive economic growth and led to the development of a "narco-state" under the control of a "narco-bourgeoisie" which is not interested in eradicating cocaine but in gaining a monopoly over its production. The principal target of this effort is the Revolutionary Armed Forces of Colombia (FARC), who challenge that monopoly as well as the very existence of the Colombian state. Meanwhile, U.S. business interests likewise gain from the cocaine trade and seek to maintain a dominant, imperialist relationship with their most important client state in Latin America. Suffering the brutal consequences, as always, are the peasants and workers of Colombia. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses.
