Book excerpt: Research over the past decade has shown increasingly polarized views of higher education in the United States according to party affiliation. For example, as of 2019, a minority of Republicans and independents who lean Republican say that college and universities have a positive effect on the country, while most Democrats and independents who lean Democrat agree with that statement. In an effort to determine whether these diverging views have affected state government expenditures on higher education, this paper explores the relationship between per capita levels of higher education direct expenditures and the partisan affiliation of state governments in the United States from 1997 to 2018 by using a state and year fixed effects regression model.While the model suggests that unified Democratic governments are likely to spend more, on average, on higher education direct expenditures compared to split governments than are unified Republican governments, these results do not meet conventional levels of statistical significance. The model finds a statistically significant but small positive correlation between states’ share of Medicaid Medical Assistance Program expenditures (excluding administrative costs) and higher education direct expenditures. This finding is a departure from past research that attributed the majority of the decline in state higher education spending between 1988 and 1998 to increases in Medicaid spending.Most importantly, a statistically significant relationship is found between differences in house chamber party median ideology scores and per capita higher education direct expenditures. This suggests that political polarization within house legislative chambers likely has a negative effect on higher education spending at the state level.

Book excerpt: We explore the impact of partisanship in state governments on policy expenditures and priorities in a public policy area where the distribution of policy preferences does not fall clearly on the standard left-right political spectrum. We begin with the assumptions that (1) partisanship affects policy issues differently, due to variability in their substance and dimensionality; (2) party coalitions are heterogeneous, change over time, and are influenced by a variety of policy-demanding groups; and (3) policy preferences and policy priorities differ depending on a variety of factors (i.e., issue salience, economic cycles, and political polarization). We argue that, under these assumptions, parties matter, but the relevance and size of the effects are conditional on political polarization and economic conditions. We focus our analysis on higher education due to its complex policy space by providing both collective and particularized benefits and by presenting a growing mismatch between constituency preferences and policy outcomes. We find evidence that Democratic Party strength has a positive impact on state funding for higher education, but this positive effect diminishes as political polarization or unemployment rates increase.

Book excerpt: The finance of public higher education in America is, of course, a joint responsibility that falls between the state, federal government and individual students (Thelin, 2013). Sadly, at a time when the nation appears poised to commit itself to significantly expand the percentage of its adult population with degrees and certificates, state funding cuts challenge public access institutions as never before. Recent reports strongly suggest that AASCU institutions are encountering funding issues that are more severe than their larger public flagship university counterparts. This study used a modified version of the Carnegie Classification that provide additional information into the AASCU institutions that may prove more relevant to how they have been impacted by federal intervention since the recent recession. This study examined reported data from multiple sources relevant to the intended output. The primary data instruments were the Integrated Postsecondary Education Data System (IPEDS), the National Center for Educational Statistics, the State Higher Education Finance Report and the Delta Cost Project. For geographic classification, the study utilized the 2010 Basic Classification of publicly controlled Master's Colleges and Universities published by the Carnegie Foundation for the Advancement of Teaching as initially modified by Kinkead (2009) and later by Katsinas. To assess economic periods before, during, and after recessions, the definitions of recession from the non-partisan National Bureau of Economic Research were used. In order to compare the current economic situation of higher education, the current economic situation of the country was taken into consideration. The analysis of state investment and tuition cost before, during, and after the recession could potentially reflect the relationship between these two key revenue sources and the possible impact, if any of Maintenance of Effort legislation.

Each state is thus able to organize and operate its education system differently, which creates variety in the structure of education and also in education expenditures. A range of variables may explain the variation in state education expenditures; this study examines the effects of party differences. The study pools longitudinal state-level data on education expenditures and political party affiliation of the state executive and legislative branches, and it uses fixed effects regression models to assess the effects of party affiliations on expenditures. It finds that while Democrats are perceived to be more liberal in spending and Republicans are alleged to spend less, education expenditures are not affected by political party in a consistent manner, though there are some effects at the region level.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
