Book Coast Guard s Acquisition Management

Download or read book Coast Guard s Acquisition Management written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-06 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the extent to which the Coast Guard has: (1) accurately depicted the need to replace or modernize its deepwater ships and aircraft; and (2) aligned the estimated cost of its Deepwater Project with its overall budget for capital projects. GAO noted that: (1) although the Coast Guard is correct in starting now to explore how best to modernize or replace its deepwater ships and aircraft, the Deepwater Project's only formal justification developed to date does not accurately or fully depict the need for replacement or modernization; (2) this justification concluded that most deepwater ships and aircraft would need to be phased out starting in the next 2 to 9 years; (3) however, subsequent analyses by the Coast Guard and others have shown that deepwater aircraft likely have a much longer life; (4) the justification asserted that these ships and aircraft were incapable of performing future missions or meeting future demand, but GAO was unable to validate these assertions from the information available; (5) the Coast Guard withdrew the justification on the basis of concerns expressed by the Office of Management and Budget and is now developing more accurate and updated information; (6) several of these studies are still under way, even as contracting teams have already begun work on developing their initial deepwater proposals; (7) any delays in communicating this updated information to the contractors could adversely affect the quality of the proposals submitted; (8) while the Coast Guard's acquisition approach seems an appropriate way to avoid a costly one-for-one replacement of ships and aircraft, the agency could face major financial obstacles in proceeding with a Deepwater Project costing as much as initially proposed for planning purposes; (9) at a projected $500 million a year, expenditures for the project would take virtually all of the Coast Guard's projected spending for all capital projects, which currently include the construction of new buoy tenders and motorized lifeboats; (10) the Coast Guard expects more than $165 million of the annual funding to come from new user fees for domestic ice-breaking and navigational services that the Coast Guard currently provides; (11) however, the congressional subcommittees with jurisdiction over the Coast Guard's budget have expressed opposition to such fees, and the House and Senate have prohibited the Coast Guard from planning or implementing any new user fees; (12) if hoped-for funding does not occur, the Coast Guard may be left having either to reduce the scope of the project or to stretch out the procurement period; and (13) many other government procurement projects have demonstrated that when agencies attempt to address a problem by stretching out the procurement period, administrative and other costs increase, resulting in lower value for the amount of money spent.

Book The U S Coast Guard s Deepwater Force Modernization Plan Can It Be Accelerated Will It Meet Changing Security Needs

Download or read book The U S Coast Guard s Deepwater Force Modernization Plan Can It Be Accelerated Will It Meet Changing Security Needs written by and published by . This book was released on 2004 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In November 2002, the United States Coast Guard (USCG) commissioned the RAND Corporation to assess its Deepwater program, an effort the USCG is undertaking to slowly, but steadily, replace or modernize nearly 100 aging cutters and more than 200 aircraft over the next 20 years. Known more formally as the Integrated Deepwater System program, this endeavor aims to equip the USCG with state-of-the-art cutters, aircraft, helicopters, and unmanned air vehicles. All of its activities will be orchestrated through an integrated Command, Control, Communications, Computing, Intelligence, Surveillance, and Reconnaissance (C4ISR) system and an Integrated Logistics System (ILS). The program, the largest and most complex acquisition effort in USCG history, was originally designed to maintain the status quo at the USCG as it pursues its traditional missions as part of its roles of maritime security, maritime safety, protection of natural resources, maritime mobility, and national defense. RAND's research is intended to help USCG decisionmakers evaluate whether the Deepwater program which was conceived and put in motion before the September 11, 2001, terrorist attacks and before the USCG's subsequent transfer into the newly created Department of Homeland Security remains valid for the new and evolving responsibilities and missions that the USCG has been asked to shoulder. The events of September 11 gave new urgency to accelerating asset acquisition (Biesecker, 2004). RAND was asked to evaluate whether the current Deepwater acquisition plan will provide the USCG with an adequate number and array of cutters, aircraft, and other assets to meet changing operational demands.

Book excerpt: The U.S. Coast Guard's Deepwater program was designed to replace aging vessels and aircraft and information capabilities with new and upgraded assets and equipment. GAO's prior work raised concerns about the Coast Guard's efforts to upgrade or acquire assets on schedule and manage the Deepwater prime contractor. This report responds to congressional direction contained in a conference report accompanying the Department of Homeland Security (DHS) fiscal year 2007 appropriations bill. GAO addressed two objectives: (1) What is the status of key Deepwater assets and how is the Coast Guard addressing any asset-related challenges that have been encountered? (2) What is the status of the Coast Guard's overall management of the Deepwater contract? GAO's work is based on reports, memorandums, and data on the plans and management of the Deepwater program and interviews with key officials. GAO is not making any new recommendations. DHS and the Coast Guard reviewed a draft of this report and concurred with our findings. Their formal comments appear in appendix IV.

Book excerpt: The Coast Guard (CG) is in the final stages of planning the largest procurement project in its history -- the modernization &/or replacement of over 90 cutters and 200 aircraft used for missions beyond 50 miles from shore. This project, called the Deepwater Capability Replacement Project, is expected to cost over $10 billion and take 20+ years to complete. In 2001, the CG will be evaluating proposals now being developed by 3 contracting teams competing for a contract to build the deepwater system. The CG plans to award a contract to one of these teams early in 2002. This report monitors the project closely and provides info. for the Congress, as it considers funding for this project.
