Book excerpt: Mark Twain observed, “I'm in favour of progress; it's change I don't like.” Coal dominates Indian energy because it’s available domestically and cheap (especially without a carbon tax). If the global focus is on the energy transition, how does India ensure a just transition? Managing winners and losers will be the single largest challenge for India’s energy policy. Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal. How this happens cost-effectively and with least resistance isn’t just a technical or economic question, it depends on the political economy of coal and its alternatives. Some stakeholders want to kill coal. A wiser option may be to first clean it up, instead of wishing it away. Across 18 chapters, drawing from leading experts in the field, we examine all aspects of coal’s future in India. We find no easy answers, but attempt to combine the big picture with details, bringing them together to offer a range of policy options.

We utilize this natural experiment to estimate the effect of coal plant exposure on mortality and house values. Using a difference-in-differences design, we find that, despite the fact that most of this coal generation is replaced with natural gas generation, individuals in counties whose population centroid is within 30 miles of a plant that closes at least one coal-fired unit experience large health effects following shutdown. While these health improvements appear to capitalize into housing values, they only do so for homes within 15 miles of the plant and only when the retirement is complete rather than partial. Taken together, these results underscore the importance of subjective perceptions in shaping market-mediated price effects with far-reaching implications for the literature.

Book excerpt: Realizing the objectives of the Paris Agreement on climate change will necessitate a timely transition of the global energy system out of coal, but evidence from Europe, China, and the United States shows that the coal transition can lead to massive job losses. This paper develops a comprehensive policy approach to assist affected workers and communities. Based on a conceptual framework that distinguishes between pre-layoff planning, pre-layoff assistance and post-layoff assistance, it discusses the main instruments for mitigating social and labor impacts, in particular income support and active labor market policies. In addition, it considers the institutional context, the dynamics of change, and implementation issues. The paper argues that while challenges resulting from the coal transition should not be minimized, the sound management of job displacements can contribute to mitigating the social consequences, strengthen morale and productivity, and improve the efficiency of structural change.

This thesis investigates how three municipalities in Massachusetts are planning around the potential reuse and redevelopment of their coal plant sites. How are different stakeholder interests being convened and working together in these communities? What kinds of processes for public engagement are in place? Are these stakeholder and public engagement processes leading to politically viable outcomes? This thesis finds that active engagement of government officials, diverse and inclusive stakeholder tables, clear opportunities for public engagement and provision of adequate resources are all critical to credible, effective and sustained community processes around coal transition planning. Coal communities in Massachusetts vary in the extent to which they meet these criteria, but none of them are currently maximizing the potential for collaborative problem-solving around coal plant reuse. I conclude that consensus building presents a promising approach by which these municipalities might develop collective visions for coal plant reuse and create clear and actionable pathways towards sustainable redevelopment.
