Book excerpt: The action evaluated in this Environmental Impact Statement (EIS) is the closure of Chanute Air Force Base, Illinois. The closure is the result of the recommendations of the Defense Secretary's Commission on Base Realignment and Closure, of legislative requirements in the Base Closure and Realignment Act (Public Law 100-526), and of U.S. Air Force plans to enhance mission readiness and national security. Primarily, the closure of Chanute Air Force Base will involve the transfer of courses to bases designated for realignment and the removal of equipment and personnel. No construction or demolition activities are planned as part of the action. Provisions of the Act preclude the examination of any alternative actions to closure. Consequently, this document will only examine alternate methods of carrying out the closure. Because the Act requires implementation of the closure/alignment, 'no action' is not an alternative and is not specifically included. However, Chapter 3 presents the environmental conditions associated with the installation and its operations will serve as the baseline against which the implementation impacts are judged. Rantoul was first founded as an agriculturally based community in 1848 near an area known as Mink Grove. The settlement boomed with the coming of the Illinois Central Railroad in 1854; a railroad championed by the towns namesake, Robert Rantoul Jr. Disaster followed in 1899 and again in 1901 with devastating fires. Then, in 1917, a U.S. Army flying field was built on the outskirts of Rantoul. Named after the aviation pioneer Octave Chanute, Chanute Field, later Chanute Air Force Base, became a premier technical training facility. A mutually beneficial relationship quickly developed between these civilian and military establishments that would last for over 75 years. Chanute Air Force Base closed in 1993, ushering in yet another new era for the village of Rantoul.

Those impacts will be analyzed in separate NEPA documents focusing on impacts and issues at the various receiving bases.

This proposal action is a result of the Defense Secretary's Commission on Base Realignment and Closure recommendations. The Quick Withdrawal and Closure Alternative was also eliminated as a result of the commissions recommendations and enabling legislation. The potential environmental consequences of the alternative were addressed under the following categories: general site description, physical environment, biological environment and human environment. This environmental impact statement only addressed biophysical affects of the withdrawal and closure process. A second environmental impact statement will be completed which will address the socioeconomic impacts of base closure and economic reuse and mitigation actions, as required.

Previous environmental documentation culminated in the filling of a Final Environmental Impact Statement for the Closure of Chanute AFB in February 1990. A Record of Decision (ROD) for the action was signed in March 1990. The base is scheduled for closure by 30 September 1993. This EIS has been prepared in accordance with the National Environmental Policy Act to analyze the potential environmental consequences of the disposal and reasonable alternatives for reuse of the base. The EIS also describes the potential environmental consequences of actions that will be taken by the Federal Aviation Administration and the Illinois Department of Transportation with regard to development of aviation facilities for one of the reuse alternatives. This document includes analyses of the possible impacts each alternative may have on the local community, including population and employment, land use and aesthetics, transportation, utilities, hazardous materials/wastes, geology and soils, water resources, air quality, noise, biological resources and cultural resources. Potential environmental impacts are land use incompatibilities, increased aircraft-related noise levels, increased traffic, loss of prime farmlands, reduced wildlife habitat, alteration of topography, alteration of water flow and drainage patterns, temporary effects of elevated concentrations of particulate matter during construction, and possible effects on historic resources.
