Rising pension costs, diminishing tax bases, and middle class flight have created a fiscal cliff for many American cities. Many cities have already become dysfunctional and unable to meet their basic responsibilities of providing adequate public safety, housing, education opportunities, and health care to its citizenry. Worst yet, due to middle class flight and the corresponding flight of jobs, the citizenry in these cities have a greater and greater concentration of poverty. These “declining” cities are less able to provide basic services to a citizenry which is in greater need of those services. The bankruptcy filing of Detroit is only the tip of the iceberg. Unless solutions are identified and enacted quickly, many more American cities will face Detroit's fate. The Fiscal Cliff describes the intricacies of the fiscal problems encountered by many American cities and identifies solutions which address these issues. Mayors of these declining cities continue to grope for idyllic and quick fix solutions to their declining tax base such as casinos or convention centers. However, the solutions to these vexing problems must be predicated on a correct understanding of the problem. Declining cities have undergone decades of structural change to its population and economic base. The Fiscal Cliff proposes real solutions which acknowledge these structural changes. The Fiscal Cliff is a worthwhile read for anyone interested in social inequality, urban planning, or urban politics..The writing style is not academic but one which many readers can easily relate to (i.e Jane Jacobs meets Malcolm Gladwell). Over 13,000,000 people live in declining American cities. If the municipalities these people live in cannot provide them with basic public services such as heath care, education, public safety or decent housing, it should be a concern for every American.

This Element examines how the discourses on adaptation finance of many developing country negotiators, environmental groups, development charities, academics and international bureaucrats have renewed a specific vision of aid, that of an aid intended to respond to international injustices and to fuel a regular transfer of resources between rich and poor countries. By reviewing manifestations of this normative vision of aid in key contemporary debates on adaptation finance, the author shows how these discourses have contributed to the significant financial mobilisation of developed countries towards adaptation in the Global South. But there remains a stark contrast between the many expectations associated with these discourses and today's adaptation finance landscape.

Thirdly, the book will contain a comparative analysis regarding efficiency of the technology transfer mechanism under global climate regime in comparison with technology transfer mechanism that exists under other multilateral environmental agreements (MEAs). In addition to the above, since the issues of trans-boundary technology transfer is also a matter of concern for international trade, the book will discuss to what extent the international trade related laws e.g. intellectual property laws, investment related laws governed by the World Trade Organizations (WTO) can play role in facilitating transfer of the environmentally sound technologies. Another important aspect that this book will cover is potential roles which private sectors can play in innovating and transferring environmentally sound technologies under above-mentioned instruments of international law. Is the information that these ratings represent trustworthy, accurate, or even relevant to environmental concerns? “Information optimists” believe that these “green grades” can play an important role in saving the planet. “Information pessimists” consider them a distraction from pursuing legislative and regulatory actions. In this book, Graham Bullock offers a comprehensive assessment and analysis of the effectiveness and validity of such environmental ratings as ENERGY STAR, USDA Organic, the Forest Stewardship Council, LEED, and the Toxic 100 Air Polluters Index. Islands and coastlines face inundation, and widespread drought, flooding, and famine are expected to worsen in the poorest and most vulnerable countries. How did we arrive at an entirely inequitable and scientifically inadequate international response to climate change? In Power in a Warming World, David Ciplet, J. Timmons Roberts, and Mizan Khan, bring decades of combined experience as negotiators, researchers, and activists to bear on this urgent question. Combining rich empirical description with a political economic view of power relations, they document the struggles of states and social groups most vulnerable to a changing climate and describe the emergence of new political coalitions that take climate politics beyond a simple North-South divide. They offer six future scenarios in which power relations continue to shift as the world warms. A focus on incremental market-based reform, they argue, has proven insufficient for challenging the enduring power of fossil fuel interests, and will continue to be inadequate without a bolder, more inclusive and aggressive response.
