Book excerpt: The Clean Development Mechanism (CDM) was adopted as one of the greenhouse gas mitigation measures in the Kyoto Protocol. Apart from promoting environmental sustainability and other ecosystem benefits, the CDM projects also ensure the transfer of technologies and sustainable growth in the host country through prioritizing projects such as clean energy production and conservation as well as waste treatment. China and India together account for over 70% of the CDM projects in the pipeline. Meanwhile, China and India are the most environmentally polluted countries in South Asia according to current statistics. This demonstrates that a multitude of CDM projects in these countries are not yielding corresponding benefits especially in protecting and sustaining ecological treasures. Using comparative analysis, this article discusses the progress made in China and India in terms of policy development and highlights the policy implementation challenges hindering CDM projects from achieving clean and green development. The article shows that although both countries have taken positive steps through the adoption of enabling policies and institutional structures, the twin-forces of incoherent policies and poor institutional designs are impeding the success of CDM projects. This article contends that China and India must share their best practices in the areas of environmental protection and CDM governance to guarantee that CDM projects lead to ecologically sustainable development. Lastly, the article emphasizes how potential policy and institutional reforms to the existing environmental and CDM regulatory mechanisms in China and India would remedy identified deficiencies to achieve the intended sustainable targets sought by the CDM.

Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together. This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. Book excerpt: This paper addresses the political acceptability and workability of CDM by and in developing countries. At COP-3 in Kyoto in 1997, the general position among developing countries changed from strong rejection of joint implementation to acceptance of CDM. The outgrowth of CDM from a proposal from Brazil to establish a Clean Development Fund gave developing countries a sense of ownership of the idea. More importantly, establishing support for sustainable development as a main goal for CDM overcame the resistance of many developing countries to accept a carbon trading mechanism. The official acceptance of CDM is not a guarantee of continued acceptance, however. Many developing countries expect CDM to facilitate a substantial transfer of technology and other resources to support economic growth. There is concern that Annex I countries may shift official development assistance into CDM in order to gain carbon credits, and that development priorities could suffer as a result. Some fear that private investments could be skewed toward projects that yield carbon credits. Developing country governments are wary regarding the strong role of the private sector envisioned for CDM. Increasing the awareness and capacity of the private sector in developing countries to initiate and implement CDM projects needs to be a high priority. While private sector partnerships will be the main vehicle for resource transfer in CDM, developing country governments want to play a strong role in overseeing and guiding the process so that it best serves their development goals. Most countries feel that establishment of criteria for sustainable development should be left to individual countries. A key issue is how CDM can best support the strengthening of local capacity to sustain and replicate projects that serve both climate change mitigation and sustainable development objectives. There is support among developing countries for commencing CDM as soon as possible. Since official commencement must await the entry into force of the Kyoto Protocol, many developing countries support the establishment of an Interim Phase starting in 2000, with possible retroactive crediting once the Protocol enters into force.

Book excerpt: Under the Kyoto Protocol, developed countries can only tap mitigation opportunities in developing countries by investing in projects under the Clean Development Mechanism. Yet Clean Development Mechanism investments have so far failed to reach many of the high-potential sectors identified by the Intergovernmental Panel on Climate Change. This raises doubts about whether the Clean Development Mechanism can generate an adequate supply of credits from the limited areas where it has proved successful. This paper examines the current trajectory of mitigation projects entering the Clean Development Mechanism pipeline and projects it forward under the assumption that the diffusion of the Clean Development Mechanism will follow a path similar to other innovations. Projections are then compared with pre-Clean Development Mechanism predictions of the mechanism s potential market size to discern whether limits on the types of projects entering the pipeline have limited the expected supply of certified emission reductions. Parameter tests suggest that this is not the case and that currently identified Clean Development Mechanism investments will generate offsets in excess of early model predictions. In particular, under favorable circumstances, the mechanism is on track to deliver an average annual flow of roughly 700 million certified emission reductions by the close of 2012 and nearly to 1,100 million certified emission reductions by 2020.
