It underpins our core institutions - including families, states and economies - and it is the medium through which the intensifying politics of inequality is played out. There is plenty of evidence that its importance is increasing in a world of growing wealth inequality and depletion of natural resources. Volume Two of Just Property traces the development of ideas about property in the Western world from the early eighteenth century, through the Enlightenment and the experience of the French Revolution, to the critical stance of socialists and anarchists in the nineteenth century. It ranges across the thought of Bernard Mandeville, David Hume, Adam Smith, Voltaire, Rousseau, Kant, Hegel, the Abbe de Sieyes, Burke, Wollstonecraft, Charles Fourier, Karl Marx, Proudhon and Peter Kropotkin. Many themes persist from an earlier period, as does the influence of Christianity and the Roman Law but there are also many innovations. In general, the authority of God and the natural law recedes and the themes of utility and securing general welfare became more prominent. In the wake of Locke, labour, though sometimes in the form of 'past labour', that is capital, attains a new prominence. For its admirers, a newly-unfettered private property is the means of securing personal freedom, constraining authoritarian governments, promoting the arts and sciences, and delivering an unprecedented improvement in the material condition of the whole population. For its critics, private property is the central component in a new political economy of systemic and unlimited class exploitation. It penetrates everywhere and corrupts everything that it touches. With these arguments, we are clearly on the terrain of modernity, witnessing a set of arguments and counter-arguments with which we all still struggle.

Book excerpt: While there had been much radical thought before John Stuart Mill, Joseph Persky argues it was Mill, as he moved to the left, who provided the radical wing of liberalism with its first serious analytical foundation, a political economy of progress that still echoes today. A rereading of Mill's mature work suggests his theoretical understanding of accumulation led him to see laissez-faire capitalism as a transitional system. Deeply committed to the egalitarian precepts of the Enlightenment, Mill advocated gradualism and rejected revolutionary expropriation on utilitarian grounds: gradualism, not expropriation, promised meaningful long-term gains for the working classes. He endorsed laissez-faire capitalism because his theory of accumulation saw that system approaching a stationary state characterized by a great reduction in inequality and an expansion of cooperative production. These tendencies, in combination with an aggressive reform agenda made possible by the extension of the franchise, promised to provide a material base for social progress and individual development. The Political Economy of Progress goes on to claim that Mill's radical political economy anticipated more than a little of Marx's analysis of capitalism and laid a foundation for the work of Fabians and other gradualist radicals in the 20th century. More recently, modern philosophic radicals, such as Rawls, have deep links to this Millean political economy. These links are still worthy of development. In particular, a politically meaningful acceptance of Rawls's radical liberalism waits on a movement capable of re-engineering the workplace in a manner consistent with Mill's endorsement of worker management.

Trade unionism is shown to be both intrinsically important and to provide a window onto the broader historical landscape; the evolution of trade union principles and practices is traced from the seventeenth century to mid-Victorian times. Underpinning this survey is an explanation of labour organisation that reaches back to the fourteenth century. Throughout, the emphasis is on trade union mentality and ideology, rather than on institutional history. There is a critical focus on the politics of gender, on the demarcation of skill and on the role of the state in labour issues. New insight is provided on the long-debated question of trade unions’ contribution to social and political unrest from the era of the French Revolution through to Chartism.
