AFTER General Lyon's army was withdrawn from Springfield and Southwest Missouri, General Price saw that if the State became one of the Confederate States, the Confederate forces should at once commence aggressive operations, and, if possible, unfurl their victorious banners in the heart of the State. He saw, too, that his army would increase in numbers from active operations, and decrease from inactivity. He proposed to march to the Missouri River and establish himself, and then to invade and lay waste Kansas, and invited General McCulloch to join him in the enterprise, with his division of Texas, Louisiana, and Arkansas troops. The Texas General, however, declined to move his troops any farther north. In the first place, he had little faith in the ultimate success of the expedition, and, in the next place, his ruffled pride had not been sufficiently appeased to co-operate with the Missouri General in a hearty spirit. He knew, too, that the terms of service of the most of the Arkansas troops would expire in a few weeks, and that unless they re-enlisted, the strength of his division would be materially decreased. General Price was inclined to be conciliatory, for the sake of advancing the Confederate cause in the State; but it was all to no purpose, General McCulloch was immovable. Finding that General McCulloch would not join forces with him, General Price determined to accomplish such results as were possible with his own army, --the State Guard. He left Springfield about two weeks after the battle of Wilson Creek with some ten thousand men, with the intention of taking Fort Scott, Kansas, and then marching through Kansas to the Missouri River, striking it at Kansas City. The opening of the Mississippi River through the disturbed section, and the occupation of Little Rock and Fort Smith by the Federal forces, with the control of the Arkansas River from the head of navigation to its mouth, imposed upon the Commander-in-Chief of the Army the duty of deciding upon definite plans of further operations for an aggressive campaign early in the spring. In the early part of January, after obtaining the views of general officers who were familiar with military operations in the West, he determined to order the concentration of a large force on Red River for the defence of Northern and Western Louisiana, and for the purpose of operating against Texas, using the Red River as a base, with the cooperation of the navy. The troops selected for this movement were from the Department of the Gulf, under General Banks; a detachment of the Sixteenth and Seventeenth Army Corps, under General A. J. Smith, from Vicksburg, and from the Department of Arkansas, under General F. Steele. In the plan of the campaign the troops of General Banks and General Smith, with the cooperation of the Mississippi Squadron, under Admiral Porter, were to concentrate at Alexandria, Louisiana, on Red River, by the middle of March, when General Banks would assume command of the land forces of the expedition. The next objective point of the campaign was Shreveport, on Red River, where the combined forces, including the troops under General Steele, from Little Rock, were to concentrate by the 1st of May. Book excerpt: Still the least-understood theater of the Civil War, the Southwest Borderlands saw not only Union and Confederate forces clashing but Indians, Hispanos, and Anglos struggling for survival, power, and dominance on both sides of the U.S.-Mexico border. While other scholars have examined individual battles, Andrew E. Masich is the first to analyze these conflicts as interconnected civil wars. Based on previously overlooked Indian Depredation Claim records and a wealth of other sources, this book is both a close-up history of the Civil War in the region and an examination of the war-making traditions of its diverse peoples. Along the border, Masich argues, the Civil War played out as a collision between three warrior cultures. Indians, Hispanos, and Anglos brought their own weapons and tactics to the struggle, but they also shared many traditions. Before the war, the three groups engaged one another in cycles of raid and reprisal involving the taking of livestock and human captives, reflecting a peculiar mixture of conflict and interdependence. When U.S. regular troops were withdrawn in 1861 to fight in the East, the resulting power vacuum led to unprecedented violence in the West. Indians fought Indians, Hispanos battled Hispanos, and Anglos vied for control of the Southwest, while each group sought allies in conflicts related only indirectly to the secession crisis. When Union and Confederate forces invaded the Southwest, Anglo soldiers, Hispanos, and sedentary Indian tribes forged alliances that allowed them to collectively wage a relentless war on Apaches, Comanches, and Navajos. Mexico’s civil war and European intervention served only to enlarge the conflict in the borderlands. When the fighting subsided, a new power hierarchy had emerged and relations between the region’s inhabitants, and their nations, forever changed. Masich’s perspective on borderlands history offers a single, cohesive framework for understanding this power shift while demonstrating the importance of transnational and multicultural views of the American Civil War and the Southwest Borderlands.

As, in the morning, the Convention began listlessly and wearily to do the formal and necessary things before its final adjournment, a telegram was received announcing the surrender of General Lee on the preceding day to General Grant at Appomattox. The effect was electric. In a flash all dulness and languor fled. For the nonce all differences of opinion vanished. All hearts were surcharged with patriotic emotion. The die was cast. The integrity of the Union was assured. From all parts of the hall came shouts of joy; delegates and spectators vied with each other in expressions of gladness.
