Located on the grounds of the former Freedomland amusement park on the northeastern edge of the Bronx, Co-op City's 35 towers and 236 townhouses have been home to hundreds of thousands of New Yorkers and is an icon visible to all traveling on the east coast corridor. In 1965, Co-op City was planned as the largest middle-class housing development in the United States. It was intended as a solution to the problem of affordable housing in America's largest city. Most of the buildings on the fourteen-square-block area were condemned in 1967, displacing thousands of low-income people of color with the promise that they would soon return to new housing—housing that never came. Over decades, efforts to keep out affordable housing sparked deep-rooted enmity and stalled development, making SPURA a dramatic study of failed urban renewal, as well as a microcosm epitomizing the greatest challenges faced by American cities since World War II. Artist and urban scholar Gabrielle Bendiner-Viani was invited to enter this tense community to support a new approach to planning, which she accepted using collaboration, community organizing, public history, and public art. Book excerpt: In 1975, Ravitch was asked by then New York Governor Hugh Carey to arrange a rescue of the New York State Urban Development Corporation, a public entity that had issued bonds to finance over 30,000 affordable housing units but was on the verge of bankruptcy. That same year, Ravitch was at Carey's side when New York City's biggest banks said they would no longer underwrite its debt and he became instrumental to averting the city's bankruptcy. Throughout his career, Ravitch divided his time between public service and private enterprise. He was chairman of the Metropolitan Transportation Authority from 1979 to 1983 and is generally credited with rebuilding the system. He turned around the Bowery Savings Bank, chaired a commission that rewrote the Charter of the City of New York, served on two Presidential Commissions, and became chief labor negotiator for Major League Baseball.
