Book excerpt: Excerpt from City Government in Boston: Its Rise and Development This scheme of municipal government, though complicated, was novel and ingenious, and well calcu lated to allay the opposition of those classes which had opposed the previous plans for incorporation. It seems to have excited but little Opposition. On the other hand, it aroused but little enthusiasm or popular favor, notwithstanding its lofty titles of Intendant and Municipality, its combination of the names of town and city, its compromising appeal to the existing officials, and its bid to the mechanics and artisans for their support. We were fortunately saved from its adoption by vote of the town, though by a bare majority of thirty-one in a total of eighteen hundred and seventy-one votes. It is, however, remarkable that a scheme like this was proposed by a committee in which were John Phillips, Josiah Quincy, Ebenezer T. Andrews, George Blake, and men of a like char acter, and was allowed to come so near acceptance without a more active opposition of intelligent and sagacious citizens.
