Book excerpt: Urbanizing China in War and Peace rewrites the history of rural-urban relations in the first half of the twentieth century by arguing that urbanization is a total societal transformation and as important a factor as revolution, nationalism, or modernity in the history of modern China. Linking the global and the local in space and time, China's urbanization was not only driven by industrial capitalism and the expansion of the state, but also shaped how these forces influenced daily life in the city and the countryside. Although the conflict that beset China after the Japanese invasion in 1937 affected the development of cities, towns, and villages, it did not derail previous changes. To truly understand how China has emerged as the world's largest urban society, we must consider such continuities across the first half of the twentieth century—during periods of war as well as peace. The book focuses on Wuxi, a city that lies a hundred miles to the west of Shanghai. In the early twentieth century local industrialists were responsible for it quickly becoming the largest industrial city in China outside treaty ports. They built factories, roads, and other infrastructure outside the old city walls and in surrounding towns and villages. Chapters examine the county's transformation as recorded in guidebooks and travel magazines of the time and the role of the state in the early 1920s and into the Nanjing Decade, when new administrative laws led to the continued expansion of the city under both municipal and county officials. They explore the revival of the silk industry during the Japanese occupation and the industry's role in driving urbanization, as well as efforts by Chinese leaders to carry out prewar development plans despite lockdowns and qingxiang (clean the countryside) campaigns. In the midst of the barbed wire and watch towers, plans to shape the built environment in Wuxi County and the region as a whole persisted and were carried out. Ambitious and well researched, Urbanizing China in War and Peace will appeal to scholars and students of Chinese urban history, the Anti-Japanese War of Resistance, and the Republican period. Its engagement with issues of urbanization in general will interest urban historians of other times and places.

Book excerpt: The community land trust (CLT) movement is young but expanding rapidly. Nearly 20 community land trusts are started every year as either new nonprofits or as programs or subsidiaries of existing organizations. Fueling this proliferation is a dramatic increase in local government investment and involvement. Over the past decade, a growing number of cities and counties have chosen not only to support existing CLTs, but also to start new ones, actively guiding urban development and sponsoring affordable housing initiatives. Two key policy needs are driving increased city and county interest in CLTs, particularly in jurisdictions that put a social priority on promoting homeownership for lower-income families and a fiscal priority on protecting the public's investment in affordable housing. Long-term preservation of housing subsidies. With local governments now assuming greater responsibility for creating affordable housing, policy makers must find ways to ensure that their investments have a sustained impact. CLT ownership of the land, along with durable affordability controls over the resale of any housing built on that land, ensures that municipally subsidized homes remain available for lower-income homebuyers for generations to come. Long-term stewardship of housing. Preserving housing affordability requires long-term monitoring and enforcement, an administrative burden that local governments are neither equipped for nor generally interested in taking on. CLTs are well positioned to play this stewardship role by administering the municipality's eligibility, affordability, and occupancy controls, while also "backstopping" lower-income owners to protect subsidized homes against loss through deferred maintenance or mortgage foreclosure. Municipal support comes in a variety of forms, depending on how well established the CLT is. For example, local governments may offer administrative or financial support during the planning and startup phase, followed by donations of city-owned land and grants or low-interest loans for developing and financing projects. They may help a CLT acquire and preserve housing provided by private developers to comply with inclusionary zoning, density bonuses, and other mandates or concessions. As the CLT builds its portfolio, municipalities may provide capacity grants to help support its operations. Finally, local jurisdictions may assist CLTs by revising their tax assessment practices to ensure fair treatment of resale-restricted homes built on their lands. As welcome as their support has been, local governments may inadvertently structure CLT funding and oversight in ways that undermine the effectiveness of the very model they are attempting to support. The challenge lies in finding the most constructive ways of putting municipal resources to work in pursuit of common objectives. Based on a review of three dozen municipal programs and in-depth interviews with local officials and CLT practitioners, this report describes the mechanisms and methods that cities across the country are using to structure their investment in CLT startups, projects, and operations. In addition to describing the full range of options for providing municipal support, the report highlights specific model practices for rendering that assistance. These practices have the most potential to balance the interests of all parties by: protecting the public's investment in affordable housing; expanding and preserving access to homeownership for households excluded from the market; stabilizing neighborhoods buffeted by cycles of disinvestment or reinvestment; and ensuring accountability to funders, taxpayers, and the communities served by the CLT. Book excerpt: In the U.S. Intermountain West, the real estate boom and bust of the 2000s left many residential development projects incomplete. Across many of the region's counties, the rate of vacant subdivision parcels ranges from around 15 percent to two-thirds of all lots. From paper plats to partially built subdivisions that require road maintenance and other infrastructure without contributing to the local tax base as planned, excess development entitlements--the rights, granted by local government, to develop land--are compromising the quality of life, distorting growth patterns and real estate markets, and diminishing fiscal health in their communities. This policy focus report, produced in conjunction with the Sonoran Institute, provides information and tools to help cities and counties struggling with problems that stem from arrested developments in their communities, from health and safety hazards to blight, impacts on existing lot owners, fiscal threats, fragmented development patterns, overcommitted natural resources, and market flooding and distortions. Although the research focuses on the eight U.S. Intermountain West states--Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming--the policy recommendations and best practices are applicable nationwide. The authors begin by exploring the economic context that fostered the entitlement of so much land in advance of market demand for new housing, as well as the framework of state and local laws within which local governments manage and regulate land development. They then draw on case studies, lessons shared by experts during several workshops, survey results, and data analysis to identify the challenges municipalities typically face when they attempt to address excess development entitlements. Finally, they recommend treatment and prevention measures--including a model process to help communities start addressing problems in their jurisdictions. The authors suggest that local governments should build a solid foundation of policies, laws, and programs, in order to facilitate recovery, create more sustainable growth scenarios, improve property values, and pursue land and habitat conservation where those land uses are more appropriate. They should also ensure they have mechanisms in place to adapt and adjust to evolving market conditions. Communities likely to face significant growth pressures would be well served by development management policies that help to align new entitlements and infrastructure investments with evolving market demands. Cities and towns already coping with distressed subdivisions should summon a willingness to reconsider past approvals and projects and to acknowledge problems. The report concludes with nine policy recommendations. - Adopt new state enabling authority to ensure local governments have the tools and guidance they need. - Prepare and revise community comprehensive plans and entitlement strategies as a foundation for local action. - Adopt enhanced procedures for development approvals and ensure policies are up to date and consistently applied. - Adapt and adjust policy approaches to market conditions. - Rationalize development assurances to ensure they are practical, affordable, and enforceable. - Establish mechanisms to ensure development pays its share of costs. - Serve as a facilitator and pursue public-private partnerships to forge creative and sustainable solutions. - Establish systems for monitoring, tracking, and analyzing development data to enable effective and targeted solutions to specific subdivisions. - Build community capacity and maintain the necessary political will to take and sustain policy action.
