Book excerpt: This study is an investigation of the arrival, planting, and expansion of the Church of England in Loyalist New Brunswick. The obstacles encountered in setting up missions in the frontier both before and after the arrival of Bishop Charles Inglis are documented. It is revealed that the origins, qualifications, zeal, and adaptability of the colony's missionaries were key factors in the Church's foundation and success. Legislated establishment, although British policy, proved half-hearted and of little benefit in colonial New Brunswick. While imperial attention to colonial religious policy was short-lived, the continued interest and aid of the Society for the Propagation of the Gospel (SPG) was crucial. inability to fully understand and appreciate the New Brunswick reality, the SPG remained the only secure source of clerical income. Given the frontier economy, SPG funds were critical to the Church, but it was in the end the exertions of Bishop Inglis and his small band of former New England missionaries who effected, the establishment and long-term viability of the Church of England in Loyalist New Brunswick.

He eventually forged an identity for his diocese that was, in many ways, to be the pattern for the modern worldwide Anglican Church. Most of it (including Campobello Island) is within Canada, but the Maine town of Lubec lies at the bay's entrance. Rich in beaver pelts, fish, and timber, the area was a famous smuggling center after the American Revolution. Joshua Smith examines the reasons for smuggling in this area and how three conflicts in early republic history--the 1809 Flour War, the War of 1812, and the 1820 Plaster War--reveal smuggling's relationship to crime, borderlands, and the transition from mercantilism to capitalism. Smith astutely interprets smuggling as created and provoked by government efforts to maintain and regulate borders. In 1793 British and American negotiators framed a vague new boundary meant to demarcate the lingering British empire in North America (Canada) from the new American Republic. Officials insisted that an abstract line now divided local peoples on either side of Passamaquoddy Bay. Merely by persisting in trade across the newly demarcated national boundary, people violated the new laws. As smugglers, they defied both the British and American efforts to restrict and regulate commerce. Consequently, local resistance and national authorities engaged in a continuous battle for four decades. Smith treats the Passamaquoddy Bay smuggling as more than a local episode of antiquarian interest. Indeed, he crafts a local case study to illuminate a widespread phenomenon in early modern Europe and the Americas. One of the men, a soldier disguised as a schoolmaster, made his way to British-controlled Manhattan and began furtively making notes and sketches to bring back to the beleaguered Continental Army general, George Washington. The other man traveled to New York to accept a captain's commission in a loyalist regiment before returning home to recruit others to join British forces. Neither man completed his mission. Both met their deaths at the end of a hangman's rope, one executed as a spy for the American cause and the other as a traitor to it. Neither Nathan Hale nor Moses Dunbar deliberately set out to be a revolutionary or a loyalist, yet both suffered the same fate. They died when there was every indication that Britain would win the American Revolution.
