His statement in the preface that he did not profess to be colourless in his opinions, was interpreted by some critics as an admission that he had written in the spirit and with the design of a partisan. He submits that the words were susceptible of a different interpretation. The writer of Church history, who is aware of his own bias in things ecclesiastical, is the more likely to be on his guard against it, and to steer an even course between divergent lines of historical representation. This has been his honest endeavour in the second volume as in the first. But as the modern period, now brought under review, bristles with controversial matter over which historians have disputed from the Reformation downwards, he has no very sanguine expectation that his treatment of it will escape the charge of partisanship from extreme men of any school. To succeed in satisfying such as are themselves partisans would assuredly be the clearest proof of partisanship. The author desires to express his obligations to the Rev. Political historians have frequently ascribed the revolution which took place in 1560 to those diplomatic negotiations which were recorded in State Papers, and specially to the change in the relations of Scotland to France and England; while many Church historians have written as if feudalism and the papacy had been omnipotent in their respective departments, until they gave way before the aggressions of Geneva Protestantism. But in fact these were only consequences, or, at the most, stages, of a trans formation which was assured, if not accomplished, at a time when England was still regarded as the Auld Enemy, ' and before Calvin had set foot in Switzerland. They were determined to place no dependence upon the absolute will of a monarch who had shown that all his predilections were against them.2 Their appeal was from the king to the law. Some of them went farther, and already began to reduce to practice their own favourite notions of ecclesiastical govern 1nent.some presbyteries relieved their perpetual moderators of their duties some removed uncovenanted clergymen from their parishes some ordained ministers by the laying on of the hands of the presbytery apart from the bishop. The lower orders of the people went farther, and in several cases mobbed and maltreated unhappy divines who still clung to Episcopacy and refused to take the Covenant. In all these rabbles, singular enough, the women were conspicuous in some cases even ladies of rank were unable to restrain their zeal, which furnishes Clarendon with the taunt, that the Jews, as of old, stirred up the devout and honourable women. 3.
