Excerpt: ...if Christ has given his Church the power of self-government, what the Church does in the exercise of that power, if consistent with his revealed will, has as much his sanction as it well could have under any theory of Church government. If Paul says the civil powers are ordained of God, so that they who resist, resist the ordinance of God, although God has not revealed even a general system of civil polity, we see not why the same is not much more true with respect to the Church. That this is the true doctrine on this subject is evident, in the first place, from the absence of any express command binding the Church in all ages to conform her mode of government in every respect to the example of the apostolic churches. If Christ and his apostles had intended to make such conformity a matter of perpetual obligation, it is fair to presume they would have said so. As they have nowhere given or intimated such a command, no man has now the right to bind the conscience of God's people in this matter. Again, that the apostles never meant to make their example in all points of this kind, a perpetual law for the Church, is plain from the fact that they did not themselves pursue, in all particulars, the same plan in all places. There are some general principles to which they seem to have adhered, but it is far from being certain, or even probable, that all the apostolic churches were organized exactly after the same model. This indeed was hardly possible in that day of inspiration and miraculous gifts, which the Spirit distributed to every man, according to his own will; so that some were apostles, some prophets, some teachers; after that miracles, then gifts of healing, helps, governments, diversities of tongues. Dr. Dollinger was born at Bamberg, on the 28th February, 1799, and educated at Wurzburg. After several years passed, first at a curacy in Franconia, and as Professor at the Ecclemastical Seminary of Aschaffenberg, he was, in 1826, appointed one of the Faculty of Theology in the new University of Munich. There have been theories and theorists who have represented the government or control of the Church by tthe State as being in substance the government of the Church by the laity, and who have justified this government upon this ground. But, though in a nation composed entirely of members of the Church, it may possibly be that the laity may preponderate over the clergy in the State, or civil society, while the clergy preponderate in the Church, yet even then the control of the Church by the State will only accidentally express the govern ment of the laity, the laity regulating a matter Of State will do so not as lay-churchmen but as citizens, and in fact to give the control Of the Church to the State in such a case is to create two rival bodies, each with despotic power in its own sphere, and with no bond Of union between them, rather than to blend with proper admixture Of powers and parts the two bodies into one harmonious constitution. This is so even when the State is composed entirely of members of the Church. Of course, directly persons who are not members Of the Church come to have civil rights and in uence in the State, all idea of the State representing the laity is gone. Book excerpt: Excerpt from Thoughts on the Separation of Church and State It might, perhaps, be true in one sense to say, that the State united itself with the Church in this country: and it is important to remember, that the Church of England existed for centuries before there was any State, to which it could unite itself. A Church or body of Christians existed in this country, and was governed by Bishops, Priests, and Deacons, not only for many centuries before Unitarians, or Quakers, or Infidels were allowed to sit in Parliament, but for many centuries before Parliament itself was thought of. There is great reason to think, that Christianity was introduced into this island in the first century and there is positive evidence, that it had spread very widely in the second century, while the government was still Pagan. In the fourth century we read of Bishops from British churches attending Councils in different parts of Europe: and no fact in history is more demonstrable, than that the Episcopal form of Church Government prevailed at that time in Britain, as it did in the whole of Christendom. If we ask why our British ancestors preferred an Episcopal Church, we shall be drawn into the con troversy concerning Episcopacy, for which I have no fancy at present: and it is sufficient to observe, that the Christian inhabitants of the island settled the matter for themselves all Christians were then Episcopalians: there were no Presbyterians, no Independents, no Quakers, no Baptists, no Unita rians: there were, in fact, no Dissenters: all be longed to the Church of England and the frame work and constitution of that Church were precisely the same then as they are at present, with this difference in part of its arrangements, that the Epis copal sees were not established by any act of the civil power, nor was the nomination of Bishops in the hands of the Government.
