The single largest group of support labor came not from imperial colonies, however, but from China. Xu Guoqi tells the remarkable story of the 140,000 Chinese men recruited for the Allied war effort. These laborers, mostly illiterate peasants from north China, came voluntarily and worked in Europe longer than any other group. Xu explores China’s reasons for sending its citizens to help the British and French (and, later, the Americans), the backgrounds of the workers, their difficult transit to Europe—across the Pacific, through Canada, and over the Atlantic—and their experiences with the Allied armies. It was the first encounter with Westerners for most of these Chinese peasants, and Xu also considers the story from their perspective: how they understood this distant war, the racism and suspicion they faced, and their attempts to hold on to their culture so far from home. Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. It has shifted from a logic of ‘essential difference’ to one of ‘sameness’ or general equivalence. "China" is now in a halting but inevitable process of becoming-the-same as the USA and the West. Orientalism is now closer to the cultural logic of capitalism, even as it shows the afterlives of colonial discourse. This shift reflects our era of increasing globalization; the migration of orientalism to area studies and the pax Americana; the liberal triumph at the "end" of history and the demonization of Maoism; an ever closer Sino-West relationship; and the overlapping of anti-communist and colonial discourses. To make the case for this re-constitution of orientalism, this work offers an inter-disciplinary analysis of the China field broadly defined. Vukovich takes on specialist work on the politics, governance, and history of the Mao and reform eras, from the Great Leap Forward to Tiananmen, 1989; the Western study of Chinese film; recent work in critical theory which turns on ‘the China-reference"; and other global texts about or from China. Through extensive analysis, the production of Sinological knowledge is shown to be of a piece with Western global intellectual political culture. This work will be of great interest to scholars of Asian, postcolonial and cultural studies.

These sounds were gathered by diplomats, trade officials, missionaries, and other travelers and transmitted back to Europe, where they were reconstructed in the imaginations of writers, philosophers, and music historians such as Jean-Philippe Rameau, Johann Nikolaus Forkel, and Charles Burney. Thomas Irvine gathers these stories in Listening to China, exploring how the sonic encounter with China shaped perceptions of Europe’s own musical development. Through these stories, Irvine not only investigates how the Sino-Western encounter sounded, but also traces the West’s shifting response to China. As the trading relationships between China and the West broke down, travelers and music theorists abandoned the vision of shared musical approaches, focusing instead on China’s noisiness and sonic disorder and finding less to like in its music. At the same time, Irvine reconsiders the idea of a specifically Western music history, revealing that it was comparison with China, the great “other,” that helped this idea emerge. Ultimately, Irvine draws attention to the ways Western ears were implicated in the colonial and imperial project in China, as well as to China’s importance to the construction of musical knowledge during and after the European Enlightenment.
