China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Book Chinese Military Reform in the Age of Xi Jinping Drivers Challenges and Implications

Download or read book Chinese Military Reform in the Age of Xi Jinping Drivers Challenges and Implications written by Joel Wuthnow and published by Government Printing Office. This book was released on with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Available in PDF, EPUB and Kindle. Book excerpt: A RAND study analyzed Chinese and U.S. military capabilities in two scenarios (Taiwan and the Spratly Islands) from 1996 to 2017, finding that trends in most, but not all, areas run strongly against the United States. China is capable of challenging U.S. military dominance on its immediate periphery—and its reach is likely to grow in the years ahead.

Download or read book Active Defense written by M. Taylor Fravel and published by Princeton University Press. This book was released on 2020-12-08 with total page 396 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls strategic guidelines. What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations. Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993 when the PLA was attempting to wage war in a new kind of way to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united. Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Under Xi Jinping’s tenure, China has embarked on a series of major reforms to the PAP. is paper explores the key dimensions, drivers, and implications of the PAP reorganization.

The papers in this book provide a valuable and insightful review of the People's Liberation Army's (PLA) many impressive advances over the past decade. Solid scholarship on changes taking place in the PLA helps us understand how the Chinese view the employment of military power to support broader policy aims. A historical review of patterns and developments in training, operations, acquisitions, and political military relations can greatly assist that understanding. The outstanding work in this jointly sponsored study is an important contribution toward this end. Book Hong Kong in the Shadow of China

Download or read book Hong Kong in the Shadow of China written by Richard C. Bush and published by Brookings Institution Press. This book was released on 2016-10-11 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: A close-up look at the struggle for democracy in Hong Kong. Hong Kong in the Shadow of China is a reflection on the recent political turmoil in Hong Kong during which the Chinese government insisted on gradual movement toward electoral democracy and hundreds of thousands of protesters occupied major thoroughfares to push for full democracy now. Fueling this struggle is deep public resentment over growing inequality and how the political system—established by China and dominated by the local business community—reinforces the divide been those who have profited immensely and those who struggle for basics such as housing. Richard Bush, director of the Brookings Institution’s Center on East Asia Policy Studies, takes us inside the demonstrations and the demands of the demonstrators and then pulls back to critically explore what Hong Kong and China must do to ensure both economic competitiveness and good governance and the implications of Hong Kong developments for United States policy.

This volume builds on previous volumes and identifies potential trajectories for PLA force modernization and mission focus, and how these potential changes could impact external actors. This volume is of special relevance today in light of the profound changes occurring within the PLA. I have spent a considerable amount of my professional career in the Western Pacific and, during that time, I've seen first-hand the rapid expansion of the size and capability of the PLA as it pursues a long-term, comprehensive military modernization program in support of China's more assertive regional strategy. China's desire to develop a military commensurate with its diverse interests and economic power is both...
