Book excerpt: In Diaspora’s Homeland Shelly Chan provides a broad historical study of how the mass migration of more than twenty million Chinese overseas influenced China’s politics, economics, and culture. Chan develops the concept of “diaspora moments”—a series of recurring disjunctions in which migrant temporalities come into tension with local, national, and global ones—to map the multiple historical geographies in which the Chinese homeland and diaspora emerge. Chan describes several distinct moments, including the lifting of the Qing emigration ban in 1893, intellectual debates in the 1920s and 1930s about whether Chinese emigration constituted colonization and whether Confucianism should be the basis for a modern Chinese identity, as well as the intersection of gender, returns, and Communist campaigns in the 1950s and 1960s. Adopting a transnational frame, Chan narrates Chinese history through a reconceptualization of diaspora to show how mass migration helped establish China as a nation-state within a global system.

New case studies of overseas Chinese, such as those on communities in North America, Cuba, India, and South Africa, continually unveil different perspectives. New kinds of transnational connectivities linking Chinese communities are also being identified. It is now possible to make broader generalizations of a Chinese diaspora, on a global basis. Further, the intensifying study of the overseas Chinese has stimulated renewed intellectual vigor in other areas of research. The transnational and transregional activities of overseas Chinese, for example, pose serious challenges to analytical concepts of regional divides such as that between East and Southeast Asia.Despite the increased attention, new data, and the changing theoretical paradigms, basic questions concerning the overseas Chinese remain. The papers in this volume seek to understand the overseas Chinese migrants not just in terms of the overall Chinese diaspora per se, but also local Chinese migrants adapting to local societies, in different national contexts.

Book excerpt: China’s rapid economic growth has drawn attention to the Chinese diasporic communities and the multiple networks that link Chinese individuals and organizations throughout the world. Ethnic Chinese have done very well economically, and the role of the Chinese Diaspora in China’s economic success has created a myth that their relations with China is natural and primordial, and that regardless of their base outside China and generation of migration, the Chinese Diaspora are inclined to participate enthusiastically in China’s social and economic agendas. This book seeks to dispel such a myth. By focusing on Guangdong, the largest ancestral and native homeland, it argues that not all Chinese diasporic communities are the same in terms of mentality and orientation, and that their connections to the ancestral homeland vary from one community to another. Taking the two Cantonese-speaking localities of Panyu and Xinyi, Yow Cheun Hoe examines the hierarchy of power and politics of these two localities in terms of their diasporic kinsfolk in Singapore and Malaysia, in comparison with their counterparts in North America and Hong Kong. The book reveals that, particularly in China’s reform era since 1978, the arguably primordial sentiment and kinship are less than crucial in determining the content and magnitude of linkages between China and the overseas Chinese. Rather, it suggests that since 1978 business calculation and economic rationale are some of the key motivating factors in determining the destination and degree of diasporic engagement. Book excerpt: The Chinese diaspora, consisting of both Chinese living overseas who are citizens of China (huaqiao), and people of Chinese descent who are citizens of foreign countries (huaren), have significantly shaped the making of modern China. China’s policy towards its diaspora is primarily governed by its national interests and foreign policy imperatives. However, the Chinese government has been careful to ensure that the huaqiao and the huaren fall into different policy domains: Chinese citizens living overseas are subject to China’s domestic policies, while Chinese descendants who are citizens of other countries come under China’s foreign affairs. Nevertheless, from the beginning, the latter continue to be regarded as kinsfolk distinct from other foreign nationals. The huaqiao-huaren distinction is often blurred in ordinary discourse and this has been a source of much misunderstanding. However, it has not been the policy of the Chinese government to blur this distinction, and it is acutely aware of the complexity of the issue and is therefore very cautious about implying any change. As such, when terms such as huaqiao-huaren are introduced in the official lexicon, they are meant to acknowledge certain historical and contemporary realities, and not to deliberately obfuscate the two categories. The use of the combined term is in fact a recognition of the clear-cut distinction between the two groups, and is meant to convey a semantic balance in which neither category is emphasized at the expense of the other. In general, since the establishment of the People’s Republic of China in 1949, the Chinese government has treated the diaspora as an asset, rather than a liability. The sole exception was during the Cultural Revolution when returnees, or the guiqiao, were condemned as reactionary and bourgeois elements. There is therefore a fundamental continuity in China’s diaspora policy: namely, that China embraces both groups as part of a global Chinese community. Some policy shifts can be expected in future as China becomes more proactive in reaching out to its diaspora while balancing the needs and interests of Chinese abroad with the needs and interests of the Mainland.
