Book excerpt: Focusing on four East European polities-Bosnia, Serbia, Bulgaria, and Romania--this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected -- and been shaped by-- the behaviour and power of regional and global actors (e.g. European institutions, regional, and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of 'glocalization'. Several aspects of security commercialization are particularly important. To begin with, private actors --specifically private security companies (PSCs)-- have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.

This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

In its place are scores of new concerns: the challenge of system transformation and political and economic reconstruction in central and eastern Europe; the re-emerging threats of ethnic conflict from the former Yugoslavia to the new central Asian republics; and, perhaps most important, the problems associated with the reconstruction of the Russian superpower—including economic and political instability, the threat from the right, the safety of nuclear stockpiles, and the nation's legitimate security interests as it attempts to regain influence. As these threats change, so must existing European security institutions. In this book, Catherine Kelleher examines emerging trends in post-cold war European security. She provides an overview of existing security structures and relationships and of the dynamics of changes within them. She offers insightful analysis into the strengths and weaknesses of the these structures, as well as the challenges to closer cooperation. Kelleher details recent events in Europe's most important security institutions—NATO, the Conference on Security and Cooperation in Europe (CSCE), and the Western European Union (WEU)—with special emphasis on new programs being designed to fit the changing landscape, programs like the Partnership for Peace, the Eurocorps, and the Combined/Joint Task Forces. The thesis further examines the consolidation of a new European security actor, the European Union, and the development of the military dimension through the ESDP, which is liked directly to transformations that occurred in Europe, being merely a consequence of those changes. All three organization proved their importance as stability factors of the European security system by launching crisis management operations, acting in cease fire and post-conflict mediation, conducting preventive diplomacy, and spreading democracy and principles of human rights.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
