Book The Changing Composition and Direction of GCC Trade

Download or read book The Changing Composition and Direction of GCC Trade written by Rodney Wilson and published by Emirates Center for Strategic Studies and Research. This book was released on 1998-06-08 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trade diplomacy has been much neglected in the Gulf. Yet, with power being increasingly a matter of economic muscle as well as military strength, and following the globalization of economic activity, new responses are needed from the GCC states. Wilson examines the changing trade patterns of the GCC, including export and import trends, the development of entrepôt trade and trade in commercial services. Trade between the GCC states is analyzed, and issues of Arab regional integration are considered. The GCC's commercial relations with Asia are discussed, as well as the stalled dialogue with the European Union. Finally, trade prospects are reviewed. Although there has been some successful export diversification, the GCC countries have not yet developed a trade strategy or used their considerable bargaining power effectively outside the OPEC arena.

Book Economic Diversification in the GCC

Download or read book Economic Diversification in the GCC written by Mr.Tim Callen and published by International Monetary Fund. This book was released on 2014-12-23 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.

Book The Development of Higher Education in the United Arab Emirates

Download or read book The Development of Higher Education in the United Arab Emirates written by Daniel Kirk and published by Emirates Center for Strategic Studies and Research. This book was released on 2010-03-10 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UAE sits astride an uncomfortble dilemma in terms of national development and international profile. It seeks to be a regional and global power, both economically and politically, and to achieve this it needs to diversify and become less reliant on a workforce that is made up predominantly of expatriates, many of whom are employed because they have a level of education unavailable among the general citizenry. Alongside a rapid growth in public services and private commerce, education is a stated national priority, with the Ministry of Education setting out in its vision that education should achieve “enduring development for the community.” The UAE higher education sector is growing at an astonishing rate. However, the apparent dilemma results from the call for a rapid growth in educational provision, alongside the desire to produce a functioning and accessible education system in a relatively short time-frame. The UAE is a ‘consumer’ of educational practice, a nation that has a history of buying in the educational models and expertise it requires, as opposed to the lengthier, but possibly better suited, process of building an indigenous education system from the ground up. Developing a truly indigenous and new system to fit the needs of neophyte states – although laborious, expensive and problematic – does allow a nation to mold specifically the needs of the country with the educational systems developed. However, the UAE, through the model of ‘borrowing’ systems and expertise, was able to ‘kick-start’ the development of education in the country, greatly decreasing the time needed to establish formal educational structures. Such a situation may open up questions as to the suitability and efficacy of a predominantly imported educational provision for the indigenous population. The UAE, as a relatively new and emerging economy, has the funds and support of the national leadership to actively pursue and seek educational systems and practices that will advance development and competitiveness. To exam how globalized structures influence education in the UAE and beyond, there needs to be an understanding and awareness of the context in which the education sector functions today. As global economic forces and the labor needs of societies change, then accountability, control and governance of education becomes a contested area of public policy. However, what can be seen is that education is gaining in prominence in the public policy arena, with governments and politicians realizing that in order to be globally competitive, education must produce a skilled and efficient national workforce, placing education firmly in the realm of human capital theory and policy.

Book Privatization and Deregulation in the Gulf Energy Sector

Download or read book Privatization and Deregulation in the Gulf Energy Sector written by The Emirates Center for Strategic Studies and Research and published by Emirates Center for Strategic Studies and Research. This book was released on 1999-03-17 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: The papers contained in this volume were among those presented at ECSSR's Third Annual Energy Conference, entitled "Privatization and Deregulation in the Gulf Energy Sector," held in Abu Dhabi, October 25-26, 1997. This conference united leading practitioners and scholars in an effort to explore the important micro and macro issues related to the privatization and deregulation of energy sector. Topics related to oil production and refining, gas and electricity production, and their transmission and distribution were discussed. This volume assesses the arguments for and against deregulation of the energy sector and highlights the political, legal, institutional, and resource requirements for successful implementation of a privatization program, drawing on international experience. Indeed, privatization is spreading globally after its small and uncertain beginnings in Britain in the early 1980s. Today, states of the Gulf Co-Operation Council (GCC) are actively examining the possibility of privatizing a number of key industries and infrastructure projects. The ideal route to prosperous and effective privatization programs is for the GCC states to learn from the mistakes of other countries in this field, while emulating the success stories.

Book Political Legitimacy of the Minorities

Download or read book Political Legitimacy of the Minorities written by P.R. Kumaraswamy and published by Emirates Center for Strategic Studies and Research. This book was released on 1998-06-01 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: The treatment of Arab minorities has been a controversial and contentious issue in Israel. Both during the pre-state era and in its aftermath, the Arabs in Israel were seen primarily as a 'problem' to be tackled and a 'security threat' to be contained. The Arab population in erstwhile Palestine overnight lost its majority status and involuntarily acquired the citizenship of the Jewish state. They suddenly became an ethnic, national, linguistic, religious and cultural minority in a pre-dominantly Jewish state. The emergence of Israel in truncated Palestine was accompanied by political, social and psychological hardships for the Arabs. Was there a systematic policy of discrimination vis-à-vis the Arabs? The first section of this paper discusses the electoral system within which the Arab population operates. Because of the non-constituency nature of the elections, it is possible for a scattered electorate committed to a single political, social or economic agenda to send a representative to the Knesset. The newly introduced direct election of the prime minister has further enhanced the importance of the Arab electorate. The second section discusses the politicization of the Arab sector and the relative importance and performance of the Arab electorate in Israeli elections. The third section focuses on the process of legitimization of the Arab electorates and Arab-oriented parties under the Rabin-led Labor government. Following the 1992 elections, the Arabs emerged as a legitimate force in Israeli politics. For the first time, the Israeli government was willing to acknowledge the inequality between Jewish and non-Jewish citizens, and committed to seeking a remedy. The last section analyzes the role of the Arab voters in the closely contested 1996 elections, especially for the post of Prime Minister and represents a tentative projection for the future.

Book Investment Prospects in a Sample of Arab Stock Exchanges

Download or read book Investment Prospects in a Sample of Arab Stock Exchanges written by Kamal Naser and published by Emirates Center for Strategic Studies and Research. This book was released on 1998-11-18 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last few years, policy makers in most Arab countries have recognized the role of the private sector in shaping their economies. Furthermore, as long-term economic growth is dependent on the provision of funds to finance domestic capital formation, these countries are undergoing a process of economic reform to diversify their economies and to privatize public assets. As effective privatization programs should be met by well prepared and fully-equipped stock markets, governments in the Arab countries are paying attention to domestic capital markets as a way of enhancing the supply of money. This study assesses the changes in the economic conditions in Bahrain, Egypt, Jordan, Kuwait, Morocco, Oman, Qatar, Saudi Arabia, Tunisia and the United Arab Emirates and the performance of their stock markets over the past eight years.

Book Globalization 2 volumes

Download or read book Globalization 2 volumes written by Ashish Vaidya and published by Bloomsbury Publishing USA. This book was released on 2005-12-19 with total page 981 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work is a comprehensive collection of cutting-edge scholarship on the economic, international business, political, legal, and environmental ramifications of globalization—one of the hottest topics of the day. International trade is as old as nations. During the last five decades, however, advances in technology and transportation have changed the scope and method of international trade. Disputes rage about the effects of these changes; advocates for different positions offer argument, but little factual or theoretical analysis. Globalization offers all the information readers need to sort out the arguments. Written with the highest degree of scholarship, intended for college students or working professionals, the encyclopedia provides both introductory material to broad economic, legal, political, and environmental theory, and in-depth analysis of how theory interacts with practice in the framework of global trade. A trader in New York can, in a matter of seconds, execute a billion-dollar currency transaction in Hong Kong. What does this transaction mean to New Yorkers, to residents of Hong Kong, and to the rest of the world? This book gives readers the tools to answer those questions.

Book Bridging the Gulf EU GCC Relations at a Crossroads

Download or read book Bridging the Gulf EU GCC Relations at a Crossroads written by Silvia Colombo and published by Edizioni Nuova Cultura. This book was released on 2014-05-27 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.
