It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice. Many are the claims and demands of the society and insomuch as educational reform is involved, there seems to be a general recognition that the role of English in that country must be reviewed in language policies and programs so as to meet these demands. Brazilian government funded rograms such as the English without Borders have been created as an attempt to readdress the perceived imbalance in terms of the o er of English courses. Despite the importance of this program in the national scenario, it is not available for all levels of education nor for all tertiary population. e chapters in this book describe di erent views, actions and programs in relation to English in Brazil and which show that the discussion of the role of English in that country summarizes many political, social and economic claims of the population and tensions in the country which help to understand the current scenario in Brazil in relation to globalization. With a population of over 200 million people and many challenges (and possibilities) in the economic and educational sectors, the discussion of the impact of globalization in Brazil (and the role of English within it) represents a relevant glimpse into to the struggle of other developing nations and the world in general.
