Moreover, it takes up a genuinely ‘inter-Asian’ perspective. By analysing and comparing diverse manifestations of regional integration agreements across Asia and its different sub-regions, it sets out to track their common characteristics and sub-regional facets with respect to their establishment, design and consequences. In addition, political processes accompanying their negotiation and implementation are scrutinized. The analysis encompasses nine case studies written by renowned scholars who together as a group combine an extraordinary mixture of different disciplinary backgrounds as well as expertise on shapes and processes of regional integration in different parts of Asia. The case studies seize on some of the most important features and controversial issues characterizing the second regionalism. Book excerpt: Tunisia's past integration policies have significantly increased FDI flows in the manufacturing sector, triggering a rise of textiles and clothing and mechanical and electrical components exports through participation to EU production networks and increasing productivity, growth, and job creation. In spite of these results, important challenges remain. FDI increases are not accompanied by a rapid increase in domestic investment. The business climate of the domestic market-oriented sector can be further improved. Trade integration largely has bypassed non-tourism service sectors and the structural transformation of the service sector is slow. This study: (i) examines the key integration challenges that the country's manufacturing sector is facing; (ii) examine the key remaining reforms needed to further enhance the competitive position of the country; and (iii) identifies the specific policy reforms needed to realize the largely untapped potential in services. The report reviews the entry, business, and trade restrictions in Tunisia's backbone service sectors (telecommunication, banking, air transport, accounting, auditing, and legal services) using a well-focused regulatory questionnaire. The restrictiveness indices derived from the regulatory diagnostic analysis allow us to assess Tunisia's relative performance. Some key regulatory reform options are proposed and their impact estimated. The study examines the prospect for further increasing exports and off shoring of a large number of services for which Tunisia has demonstrated a real export capacity

In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. At the same time, policy measures should be taken to mitigate the differential impact of trade liberalization on certain groups as resources are reallocated in the economy and activities migrate to locations with comparatively lower costs.

Economic policies have been guided by country-level considerations, with little attention to the region, and are not coordinated. Restrictions on trade and capital flows remain substantial and constrain regional integration for the private sector.

The Economic Development in Africa Report 2019 argues for the adoption of flexible RoO and a strengthening of institutional capacities to ensure an impartial, transparent, predictable, consistent and neutral implementation of agreed RoO.

In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions.
