Book excerpt: Housing, particularly affordable housing, has been the center of much discussion in the second decade of the twenty-first century in the United States. This Article focuses on that discussion in one American state -- Oregon -- containing slightly more than one percent of the country's population, but possessing a land-use planning system that aspires to promote housing affordability, as well as address other social, economic, and political concerns. Indeed, Oregon's land-use system is nationally known for its centralization and focus on containing sprawl.This paper analyzes the limited role that the federal government has played in facilitating the construction of housing and providing public and affordable housing, and how these efforts have fared in Oregon. It then assesses the tools that Oregon's land-use system provides for facilitating affordable housing, including binding plan and zoning designations, a prohibition on vague standards, requirements for a regional approach towards housing obligations, and the favorable treatment of most local housing decisions on review. Finally, the article analyzes data demonstrating that much work remains to be done in Oregon, particularly in a housing market that has been heated for almost a decade.

The remaining recommendations are organized by what he calls the Three S’s of Supply, Stability, and Subsidy. Phillips makes a moral and economic case for why each is essential and recommendations for making them work together. There is no single solution to the housing crisis—it will require a comprehensive approach backed by strong, diverse coalitions. The Affordable City is an essential tool for professionals and advocates working to improve affordability and increase community resilience through local action.

This report was developed in response to a $10 million budget note in 2021 Oregon House Bill 5011 that seeks to respond to both challenges simultaneously, building spaces for ECE providers to serve children and families within or on the grounds of affordable housing developments. This model - known formally as 'co-locating' ECE facilities with affordable housing - has been successful in Oregon and beyond. However, programmatic challenges and misalignments, incongruous land use and wage policies, and limited funding have historically hampered large-scale, statewide attempts at co-location. This report identifies many of those challenges, makes broad recommendations for improving the abilities of housing developers and ECE providers to co-locate, and offers rationale for how the state might design the Oregon Co-Location Fund, to be initially supported with HB 5011's $10 million seed investment.

Book excerpt: Therefore, this research is aimed to explore the relationship between the implementation of the Portland's and local housing affordability. It reviews all the important previous studies on Portland's UGB and housing affordability, and describes their arguments, methodologies and limitations. Both theoretical and statistical methods are adopted in this study. In the analysis and results chapter, prices trend analysis and Spearman correlation coefficient are used to explore the relationship between land and housing prices between 1984 and 2009. Moreover, a regression model was conducted to tests the price effects of the UGB on median housing prices among 35 major urbanized areas in 2000, as well as the other nine independent variables. In conclusion, the results showed that the UGB did not contribute to the median housing prices of the urbanized areas, and the best median housing prices regression model consisted of median household income, job density, median commute time, which has a highest adjusted R square. The final part of the study provides the explanations for the result and discusses the limitations of the research.

The book critically reassesses where we are now, analyzes the most promising policies and programs going forward, and offers a new agenda for future research. How to House the Homeless makes clear the inextricable link between homelessness and housing policy. Contributor Jill Khadduri reviews the current residential services system and housing subsidy programs. For the chronically homeless, she argues, a combination of assisted housing approaches can reach the greatest number of people and, specifically, an expanded Housing Choice Voucher system structured by location, income, and housing type can more efficiently reach people at-risk of becoming homeless and reduce time spent homeless. Robert Rosenheck examines the options available to homeless people with mental health problems and reviews the cost-effectiveness of five service models: system integration, supported housing, clinical case management, benefits outreach, and supported employment. He finds that only programs that subsidize housing make a noticeable dent in homelessness, and that no one program shows significant benefits in multiple domains of life. Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program's high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O'Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—"social insurance"—to reach people who are homeless now and to prevent homelessness in the future. It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now. With a keen eye on the big picture of housing policy, How to House the Homeless shows what works and what doesn't in reducing the numbers of homeless and reaching those most at risk.
